AFP, PNP to file criminal charges vs NPA units in Masbate mine blast

MANILA, Philippines—The Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) will file criminal charges against members of the New People’s Army (NPA) involved in the Masbate mine blast.

This was after the Communist Party of the Philippines and the New People’s Army (CPP-NPA) took “full responsibility for the tragedy”.

In a statement, AFP Spokesperson MGen. Edgardo Arevalo reiterated that the use of anti-personnel landmines — which is prohibited in the Philippines under the Mine Ban Treaty — is a war crime.

“We will continue to work vigorously with the PNP in the filing of criminal cases against the murderers and the violators of Republic Act 9851 for the CTG’s leadership who directed the wanton killing of hapless non-combatant civilians using land mines,” he said.

The NPA has planted an improvised explosive device in Brgy. Anas, Masbate City last Sunday (June 6) which killed football player Kieth Absalon, his cousin Nolven Absalon, and injured others.

CPP information officer Marco Valbuena, in a statement said the CPP-NPA expresses their deep remorse over the untimely and unnecessary deaths.

“The entire CPP and NPA take full responsibility for the tragedy. There is no justification for the aggravation this has caused the Absalon family,” he said.

Meanwhile, the Makabayan Bloc condemned the said incident and has called it a violation of international and humanitarian law.

“We condemn the military action by a unit of the NPA in Masbate City that caused their death and injuries to others for violating international humanitarian law. Our commitment to human rights binds us to condemn any and all acts that harm or kill unarmed civilians, non-combatants, and protected persons in situations of armed conflict,” it said. PNP orders police units to be on alert following alleged NPA attacks in Bicol, Quezon areas

Robie de Guzman   •   June 8, 2021

MANILA, Philippines – Philippine National Police (PNP) chief General Guillermo Eleazar on Tuesday directed all police units to be on alert for possible attacks by the Communist Party of the Philippines’ armed wing, the New People’s Army (NPA) following a series of attacks allegedly perpetrated by the group in Bicol and Quezon areas.

In a statement, Eleazar said the three separate attacks in Masbate City, Legazpi City and Buenavista town in Quezon are “clear indications that an order was issued to the NPA to step up their attacks to project strength amid the series of mass surrender of communist rebels and their supporters.”

“I have already ordered all police units and our personnel to be alert on possible NPA attacks in their respective AORs (Areas of Responsibility),” he said.

“I also expect police commanders to intensify the monitoring and intelligence-gathering against this communist armed group,” he added.

In Masbate City, a college football player and his uncle died in a roadside bombing and subsequent gun attack allegedly by the NPA.

In Legazpi City, four civilians, including a lawyer, were injured when communist NPA rebels purportedly ambushed a group of policemen who responded on the burning of a telecom cellsite.

In Buenavista, Quezon, a militiaman was killed while another one was injured when communist rebels allegedly ambushed a group of government forces who were on their way back from a gift-giving activity.

“Itong mga nangyaring  ito ay indikasyon ng isang utos mula sa mataas na opisyal ng CPP-NPA-NDF na palakasin ang kanilang pag-atake.  Kaya dapat lang na maging handa tayo at always on a defensive mode to prevent any of their plan,” Eleazar said.

The PNP chief said that part of his instruction is to ensure that the police station defense plan is activated especially in areas where the CPP-NPA-NDF are known to operate.

He added that chiefs of police should also coordinate with the local military forces in their areas for augmentation of personnel in case of any eventuality.

Duterte tells NPA: No peace talks can ever succeed if attacks vs gov’t forces, civilians continue

Robie de Guzman   •   June 8, 2021

MANILA, Philippines – President Rodrigo Duterte on Monday said that peace talks with communist rebels will never prosper under any leadership if they will continue to attack state forces and civilians.

Duterte issued the statement in his pre-taped public address as he denounced the recent attack allegedly by the members of the New People’s Army (NPA) on government troops involved in a food aid mission in Quezon Province.

The NPA is the armed wing of the Communist Party of the Philippines (CPP).

The president condemned the actions of the communist rebels and vowed to bring the perpetrators to justice.

“They only have the condemnation of the people, especially from me. Kaya hindi talaga tayo magkaintindihan kailanman,” he said.

“No peace talks can ever succeed under me or under any other president if you do not stop attacking government forces or even civilian leaders,” he added.

Duterte said that NPA rebels attacked the soldiers and police officers while they were on a mission to deliver food aid in Buenavista town last Saturday.

He blasted the communist group for their “sheer brutality,” adding that they no longer have any ideology except wanting to “plunder” and “kill all soldiers.”

“Itong mga ano, wala na ito. They do not have the ideology, wala na ‘yan silang prinsipyo sa ulo nila makipag-away. They are there to plunder and just for the sheer brutality of it all, they want to kill all soldiers. Yan ang dito napakahirap,” he said.

“The police and soldiers across the country have been distributing food aid and other aids, and despite the sacrifice of the men and women of the Armed Forces of the Philippines and the Police, still, they are the object of depredations, attacks,” he added.

Duterte said he no could not understand why the communist group would attack food mission amid the coronavirus pandemic.

“You are insensitive to the plight of the people na kailangan ng pagkain pati tulong ng gobyerno,” he said.

The chief executive also maintained that the government has not been remiss in providing support to the people heavily affected by the public health crisis.

“I would like the soldiers to know and the families of the fallen heroes, the nation is very grateful to you and we would know also how to reciprocate their bravery,” he said.

“Justice will be served sa kanila in the end,” he added.

The peace negotiations between the government and the communist group collapsed in 2017 after the president cited the group’s supposed failure to show sincerity to the peace process.
