MANILA, Philippines — Nahihirapan ang Metropolitan Manila Development Authority (MMDA) na linisin ang 10 estero sa Metro Manila dahil sa mga informal settler sa lugar.

Ayon kay MMDA Chairman Francis Tolentino, hindi makapasok ang backhoe na kukuha sa tone-toneladang mga basura na nakatambak sa estero.

Ito rin aniya ang dahilan kaya madaling bahain ang ilang lugar sa Metro Manila.

Buwan ng Mayo nang umpisahan ng MMDA ang Estero Blitz Project na naglalayong linisin ang mahigit 200 mga estero sa buong Metro Manila.

Bukas ay magtatapos na ang proyekto subalit sampung estero ang maiiwang hindi nalinis dahil sa mga bahay na nakatirik sa mismong mga estero.

Kabilang dito ang Estero De Maypajo, Estero De Valencia, Estero De Quiapo, Estero De Sampaloc, Estero De Alix, Estero De Pandacan, Estero Sta.Clara, Estero De Magdalena, Estero De San Lazaro at Estero Dela Reina.

Ayon sa ulat ng DPWH at World Bank, underperforming na ang 30-year old na pumping stations na nakakalat sa Metro Manila kaya’t kailangan na itong ma-upgrade.

Sinabi ni Tolentino na malaking problema sa mga pumping station ay basura ang nahihigop sa halip na tubig kaya konting ulan lamang ay nagbabaha na.

“Kahit ma-clear ang drainage, nagbaback flow kasi hindi makatuloy yung tubig, pangatlo nagiging underperforming ang ating nga pumping station kasi wala ng mahigop na tubig, basura nahihigop nun so ito yung nagiging problema natin ngayon.”

Dagdag pa ni Tolentino, kahit ma-upgrade ang mga pumping station kung hindi naman makikipagtulungan ang publiko na iwasang magtapon ng basura kung saan-saan ay hindi pa rin mareresolba ang problema natin sa baha. (Mon Jocson & Ruth Navales, UNTV News)

Southbound portion of Roxas Boulevard to be closed on January 15 – MMDA

MANILA, Philippines – The southbound portion of Roxas Boulevard will be closed to vehicular traffic starting at 6 a.m. on Saturday, January 15, the Metropolitan Manila Development Authority (MMDA) announced.

In an advisory, the MMDA said the partial road closure is to give way to the repair of the damaged box culvert of Department of Public Works and Highways (DPWH) in front of Libertad Pumping Station in Pasay City.

MMDA Chairman Benhur Abalos said the rehabilitation must be done immediately by the DPWH on the southbound lane of Roxas Boulevard, fronting HK Sun Plaza in Pasay City going to the flyover of EDSA-Roxas Boulevard.

“According to DPWH, because of the structural integrity of their project, the structure might weaken,” Abalos said.

“The agency has laid down alternate routes for affected motorists. Likewise, directional traffic signs will also be placed at strategic locations to better guide the public,” he added.

Motorists may opt to take the following routes:

For Light Vehicles:

  • From Bonifacio Drive/Roxas Boulevard: take Roxas Blvd.-Buendia Avenue service road, turn right at Buendia Avenue Extension then left at Diosdado Macapagal Boulevard going to destination
  • From Bonifacio Drive/Roxas Boulevard: turn right at HK Sun Plaza access road then left at Diosdado Macapagal Boulevard to destination
  • From Bonifacio Drive/Roxas Boulevard: left at Pres. Quirino Avenue to destination

For trucks/trailers and other vehicles from Bonifacio Drive going to Roxas Boulevard southbound:

All heavy vehicles/trucks/trailers may turn left to P. Burgos Avenue, straight towards Finance Road and Ayala Boulevard, then right to San Marcelino Street, take P. Quirino Avenue to South Luzon Expressway to destination.

Engr. Neomie Recio, Director of MMDA Traffic Engineering Center, assured that the agency will deploy enforcers to manage the traffic in the area.

“Once closed, we will deploy additional traffic enforcers for the entire duration of the rehabilitation. We will also implement a zipper lane or counterflow scheme for light vehicles, but on a case-to-case basis,” Recio said.

For his part, Mikunug Macud, district engineer of DPWH South Manila District Engineering Office, said the closure and repair works would last for 60 calendar days.

Moreover, the MMDA chief asked for understanding from the public as the temporary closure of Roxas Boulevard southbound is necessary for safety.

“We are appealing for the public’s understanding as to the inconvenience the temporary road closure would cause. But this is necessary to ensure the safety of motorists and pedestrians,” Abalos said.

Currently, 887 cargo trucks and 1,029 trailers per day are traversing the Roxas Boulevard southbound direction alone.

250K individuals in NCR still unvaccinated — MMDA

MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) on Tuesday announced that 250,000 individuals in Metro Manila are still not vaccinated against coronavirus disease (COVID-19).

These will be the ones who will be affected by the ordinance to be implemented in the region that will limit the mobility of the unvaccinated.

“Siguro, ballpark figure mga 100—about 250,000 more or less. Kasi sa atin, alam naman natin, very porous ang Metro Manila. Ang daming nagpupunta sa ‘tin, mga kapitbahay natin,” MMDA chairperson Benhur Abalos said.

Abalos said that even if some areas in the National Capital Region have attained 100% vaccination coverage, it does not mean that the whole region is 100% vaccinated.

“But let us keep in mind, nagbakuna tayo even though ‘yung mga hindi residente ng taga-NCR, maski ‘yung mga trabahador natin sa mga different establishments,” he said.

Meanwhile, Presidential Adviser for Entrepreneurship Secretary Joey Concepcion said a group of business owners is hoping that with the stricter restrictions in Metro Manila, businesses will be able to recover losses in the second or until the last quarter of 2022.

“Pero itong kasunod na second, third at fourth quarter, iyon ang mas malakas. Dapat sugpuin na natin itong infection, ibaba na natin at kung tumataas ang infection. Kung most of those, let’s say 3,000 ang infected daily are getting well at home, we have nothing to worry. Parang common flu lang siya.” Concepcion said.

Concepcion added that around Php200 million will be lost from the placement of Metro Manila and other provinces under Alert Level 3

Metro Manila mayors, nais limitahan ang galaw ng mga ‘di pa bakunado vs COVID-19

MANILA, Philippines – Inirerekomenda ng Metro Manila Council (MMC) na pansamantala munang limitahan ang paglabas ng mga taong hindi pa bakunado o hindi pa kumpleto ang bakuna kontra COVID-19 sa gitna ng lumulobo na namang kaso ng sakit.

Ayon kay Metropolitan Manila Development Authority (MMDA) chairperson Benhur Abalos, napagkasunduan ng mga alkalde sa Metro Manila na huwag munang payagang lumabas ang mga hindi pa bakunado, maging ang mga menor de edad at mga kabilang sa vulnerable sectors gaya ng senior citizen at persons with comorbidity.

Ang panukala ay gitna na rin ng ipanaiiral na COVID-19 Alert Level 3 sa Metro Manila hanggang Enero 15 dahil sa sumisirit na namang bilang ng mga nagpopositibo sa coronavirus disease.

Ngunit paglilinaw ni Abalos, papayagang lumabas silang lumabas kung bibili ng pagkain, nagtatrabaho o kaya ay essential ang lakad.

“Kung ikaw ay hindi pa bakunado, yung mobility mo ay maraming restriction para na rin maproteksyunan ka. Ito’y habang mayroon tayong alert level 3,” ang wika ng opisyal.

“Para kang nag-ECQ only for the unvaccinated for their own protection. Pwede silang lumabas—dapat nasa bahay lang sila. Pwede silang lumabas kung bibili lang sila ng essential goods and services not limited to food, water and medicine, medical devices, public utilities, energy and work, and dental and mental necessities. Ngunit, inuulit ko, pwede silang mag-exercisewithin their own,” dagdag pa nito.

Walang ipatutupad na curfew sa Metro Manila pero mas hihigpitan ng mga lokal na otoridad ang paghingi ng vaccination card at identification card sa mga indibidwal na papasok sa mga establisimyento na pinapayagang mag-operate sa ilalim ng alert level 3.

Babala ni Abalos, maaaring maharap sa parusa ang sinumang lalabag sa polisiya.

“Randomly, itatawag namin sa DICT ito. ‘Pag bigay mo sa amin, itatawag kaagad namin.”Oh, nakarehistro ba sa inyo ito?” ‘Di ba? Kung sasabihin niyang hindi, che-checkin namin sa LGU… Kaya yung namemeke, mag-ingat kayo,” ani Abalos.

Samantala, ang mga hindi pa bakunadong manggagawa ay kailangan namang sumailalim sa RT-PCR test tuwing dalawang linggo pero sarili nilang gastos ang testing.

Ayon sa IATF, pag-aaralan nito ng maigi kung may dapat bang baguhin sa mga panuntunang ipinaiiral sa ilalim ng COVID-19 Alert Level 3 sa Metro Manila.

Sinabi rin ni acting Presidential Spokesperson at Cabinet Secretary Karlo Nograles, ang kasakuluyang guidelines ay ginawa noong hindi pa mataas ang vaccination rate sa NCR at wala pang naitalang lokal na kaso ng Omicron variant.

“We will talk about this again, because remember during that time, mababa yung vaccination natin. During that time hindi pa natin nababakunahan yung below 18. But right now, things are different,” ani Nograles.

“Right now, we are allowing now, we are giving vaccination now to 12 to 18, remember. And then marami na sa mga senior citizens natin ang bakunado na. So, let’s wait for the announcement ng IATF,” dagdag pa niya.
