Checkpoints at curfew, hindi aalisin kahit ilagay sa GCQ ang Metro Manila at iba pang lugar sa bansa – Eleazar

MANILA, Philippines – Tuloy pa rin ang pagpapatupad ng quarantine control points ng Philippine National Police kahit pa ilagay na sa general community quarantine (GCQ) ang mga lugar na kasalukuyang nasa ilalim ng modified enhanced community quarantine (MECQ).

Ayon kay Joint Task Force Coronavirus (JTF CV) Shield Commander Police Lieutenant General Guillermo Eleazar, dapat pa ngang paigtingin ang pagsasagawa ng checkpoint dahil tiyak na dadagsa ang mga tao sa lansangan kapag niluwagan na ang quarantine restrictions.

Ani Eleazar, nasa diskresyon ng mga hepe ng local police kung ililipat nila ang checkpoint o kaya ay magpatupad na lamang ng random checkpoint sa matataong lugar.

“Hindi natin kayang i-inspect lahat ng mga sasakyan sa kalsada kagaya ng ginawa natin during ECQ… It will create a monstrous traffic kung lahat ng sasakyan ay ating i-che-check,” ani ng opisyal.

“Kaya nga through modified checkpoint, random ang gagawin natin d’yan, depende sa discretion at peculiarity ng mga lugar kung saan nagsasagawa ng checkpoint,” dagdag pa niya.

Paliwanag ni Eleazar, bahagi ng PNP anti-criminality campaign ang checkpoint kaya hindi ito maaaring alisin.

Isa ang Metro Manila sa mga lugar na isinailalim sa MECQ hanggang Mayo 31.

Una nang napaulat na inirerekomenda na ng Metro Manila mayors na ilagay na sa GCQ ang Metro Manila simula sa Hunyo.

Ang Inter-Agency Task Force for the Management of Emerging Infectious Diseases naman ay isinusulong ang pagpapatupad ng localized lockdown o quarantine sa mga barangay o bayan lang na may mataas na kaso ng novel coronavirus disease (COVID-19).

dahil sa posibleng pagluluwag ng quarantine restrictions, sinabi ni Eleazar na mas hihigpitan nila ang pagsasagawa ng inspeksyon sa mga establisimiyento upang masigurong naipatutupad ng maayos ang minimum health protocols na inilatag ng Department of Health.

“Dapat nga na magsagawa ng maraming inspection kasi doon natin makikita ngayon kung andon ba yung pagsunod sa mga protocols set by DOH,” sabi ng opisyal.

“Sa pakikipag-ugnayan at sa tulong nitong mga mall management and security officers nila ay makapagsasagawa tayo ng tamang implementasyon ng mga guidelines na ito,” dagdag pa niya.

Palalakasin din nila ang mobile checkpoint na isinasagawa ng mga tauhan ng PNP Highway Patrol Group.

“Ito ang magsasagawa ng Oplan Sita at Oplan Habol at magsasagawa ng mga spot inspection,” ani Eleazar.

Sinabi rin ng opisyal na tuloy pa rin ang pagpapatupad ng curfew sa ilalim ng GCQ ngunit hindi na hahanapan ng quarantine pass ang mga lumalabas ng kanilang tahanan.

“Mandated sa lahat ng mga quarantine status na meron pa rin tayong curfew sa mga non-workers sa gabi,” paliwanag niya.

OCTA urges PH gov’t not to lift MECQ in NCR+ just yet

MANILA, Philippines – COVID-19 restrictions being enforced in the National Capital Region (NCR) and nearby provinces should not be eased yet despite the declining spread of the viral respiratory disease, the OCTA Research Group said Friday.

OCTA Research Fellow Nicanor Austriaco said the NCR’s current reproduction number is at 0.98 from April 16 to 22.

He stressed that the less than one reproduction number should be sustained for several weeks before lifting the community quarantine restrictions.

“You have to sustain the R below one for at least several weeks, and this will take a careful planning with the length of the MECQ,” Austriaco said in an online briefing.

“We urge the national government, as one possible benchmark for changing quarantine levels, is not to exit the MECQ until at least the R is less than .9 in a sustained manner,” he added.

OCTA noted that the average daily cases in the NCR in the past seven days are now at 4,200 compared to 5,200 cases recorded two weeks ago.

However, Austriaco said this is still “somewhat unstable” because not all local government units in the NCR have reported decreasing cases.

“You always have the possibilities that as some LGUs recover, there will be an outbreak in one LGU that will spill over to the adjacent LGUs,” he said.

“We are looking for a consistent pattern of decrease throughout all the 17 LGUs for a significant period of time before we know we have successfully passed through the surge,” he added.

Austriaco also emphasized that hospitals also need to be decongested before restrictions can be further eased.

“How fast we decongest our hospitals depends upon he sustained reproduction number that we are able to maintain in the next few weeks,” he said.

The NCR and four provinces of Bulacan, Cavite, Rizal, and Laguna have been placed under modified enhanced community quarantine until April 30.

Presidential Spokesperson Harry Roque earlier said that the government is not yet satisfied with the current decline in cases.

It also remains unclear on whether the MECQ in the NCR Plus will be lifted or extended after April 30 as the Inter-Agency Task Force is still evaluating the current COVID-19 situation in the country before it submits a recommendation to President Rodrigo Duterte. – RRD (with details from Correspondent Rosalie Coz)

Vera Cruz named new JTF COVID-19 shield chief

MANILA, Philippines — Police Lieutenant General Joselito Vera Cruz has been designated as the new commander of Joint Task Force COVID Shield, the Philippine National Police (PNP) announced Wednesday.

“Effective on Tuesday, April 20, Vera Cruz was designated as the Deputy Chief for Operations and Task Force Commander of the enforcement arm of the national government in the implementation of quarantine rules and health protocols,” PNP chief General Debold Sinas said in a statement.

Vera Cruz replaced Police Lieutenant General Cesar Hawthorne Binag, who will retire on April 24 and whose designation has been terminated effective April 20, 2021.

“As the new commander of this task force, I expect PLtGen Vera Cruz will continue the plans and programs of the previous commander and enforce strict quarantine rules in the country to mitigate the spread of the virus while waiting for the available vaccines,” Sinas said.

The JTF Covid-19 Shield is composed of members of the PNP, the Armed Forces of the Philippines, the Philippine Coast Guard, and the Bureau of Fire Protection.

ALAMIN: Mga patakaran sa ilalim ng MECQ sa NCR Plus

MANILA, Philippines – Simula ika-12 hanggang ika-30 ng Abril ay nasa ilalim na ng modified enhanced community quarantine (MECQ) ang Metro Manila at mga karatig probinsiya ng Bulacan, Cavite, Rizal at Laguna o ang tinatawag na NCR Plus, batay sa anunsiyo ng Malakanyang.

Sa ilalim ng MECQ, papayagan na ang religious gatherings ngunit limitado ito sa 10 porsiyento ng venue capacity. Maaari itong mapalawig hanggang 30 porsiyente depende sa pagpapasya ng mga lokal na pamahalaan.

Mayroon ding kapangyarihan ang mga lokal na pamahalaan na luwagan ang age-based restrictions batay sa sitwasyon ng COVID-19 sa nasasakupang lugar.

At bagaman niluwagan nang bahagya ang community quarantine sa NCR Plus, limitado pa rin sa pag-access ng essential goods at services ang paglabas ng bahay at tanging authorized personnel outside of residence (APOR) ang maaaring bumiyahe.

Tuloy rin ang operasyon ng mga pampublikong sasakyan alinsunod sa inilatag na mga patakaran ng Department of Transportation.

Mas marami ring industriya ang pinapayagang mag-operate sa ilalim ng MECQ. Batay sa listahang inilabas ng Department of Trade and Industry, ang mga sumusunod ay maaaring mag-operate hanggang 50 porsiyento ng kapasidad:

  • Dental clinics
  • Rehabilitation clinics
  • Veterinary clinics
  • Media establishments
  • Banks, pawnshops, money transfer services
  • Capital markets
  • Water supply, janitorial/sanitation services
  • Energy sector
  • Telecommunication companies, internet service provider, cable television provider
  • Airline at aircraft maintenance pilots at crew employees ng aviation schools
  • Ship captains at crew ng shipyard operations/repair

Nasa 100 porsiyento naman ang papayagang kapasidad ng mga sumusunod na industriya:

  • Public at private hospitals
  • Health emergency and frontline services
  • Medicine manufacturers
  • Agricultural industries
  • Logistics service providers
  • Food/essential goods manufacturer
  • Essential retail trade groceries, hardware office supplies, bicycle

Limitado pa rin sa take out at delivery ang mga restaurant at iba pang food establishments.

Mananatili namang sarado ang mga establisimyentong may kinalaman sa entertainment at recreational activities gaya ng mga sinehan, internet café, arcades, maging ang indoor sports courts gaya ng gym at swimming pools. Bawal rin ang indoor tourist attractions pati na ang pagsasagawa ng conference at exhibitions.

Hindi rin pinapayagan ang operasyon ng personal care service establishments gaya ng beauty salons, at medical aesthetics clinic.

Ayon kay Presidential Spokesperson Harry Roque, isa sa mga naging dahilan ng bahagyang pagluluwag sa community quarantine restrictions ay ang paglalaan ng dagdag na hospital beds para sa mga pasyenteng may COVID-19.

“Ang naging basehan nga natin yung improved health care capacity natin dahil nadagagdagan nga po yung ating mga facilities,” ani Roque.
