DILG to discuss with LGUs, PNP parameters of Duterte’s new order to arrest mask violators

MANILA, Philippines – President Rodrigo Duterte on Wednesday (May 5) ordered the Philippine National Police (PNP) to arrest people who are not wearing their face mask properly in public.

President Duterte made the order during his pre-recorded address after noting that some people mindlessly don a face mask just so they can comply with the protocol.

“Itong mask, ‘yung iba, for compliance lang. Naglalagay ng mask pero nakalabas ‘yung ilong. I-detain mo tapos imbestigahan mo siya kung bakit ganoon ang behavior,“ he told the PNP adding that he has to be strict to curb COVID-19 transmission.

“Kapag hindi ko higpitan, walang mangyayari. Iyan nga, for compliance lang kayo,” he added.

In an interview following Duterte’s announcement, DILG Undersecretary Jonathan Malaya said they still have to discuss the new directive with the PNP.

“I think the President was serious. We will have to sit down with the Philippine National Police [..] to determine the parameters of the presidential directive. And we have to reconcile this with the various ordinances that were issued by the LGUs,” Malaya noted.

“I must emphasize that what people are violating here are local ordinances that were issued by the local sanggunian. We will take a look on how we can implement this directive of the President,” he added.

As for the quarantine violations, Malaya stressed that the IATF resolution is implemented through ordinances passed by the local government units. The penalty for a specific violation would depend on each LGU.

“So we may have to talk with the LGUs and of course the Philippine National Police,” Malaya said.

Malaya emphasized that it is the responsibility of the local chief executives and barangay officials to implement all minimum health standards in their respective jurisdictions.

Cebu LGU, binawi na ang kautusan para sa uuwing OFWs, ROFs

CEBU, Philippines — Binawi na ni Cebu Province Governor Gwendolyn Garcia ang inilabas nitong Executive Order No. 23 noong Lunes, kung saan binalaan ang mga ahensya ng pamahalaan na kakasuhan kung lalabag sa swab-upon- arrival policy ng lalawigan at ang magpipilit na i-quarantine ang mga uuwing overseas Filipino workers (OFWs) at returning overseas Filipinos (ROFs).

Sa pahayag ng gobernador ng Cebu, ipatutupad na sa probinsya ang itinakdang health protocols ng National Covid-19 Task Force hinggil sa testing at quarantine sa mga OFWs at ROFs.

Ang naturang pagbawi ay bunsod ng naging pahayag ni Pangulong Rodrigo Duterte na hindi exempted ang Cebu sa pagpapatupad sa itinakdang guidelines ng national government.

“In-deference to the president, I am announcing right now that the executive order that I issued, EO 23, yesterday reminding all heads of government agencies that the provincial ordinance was in-effect. I am now setting aside in deference to the the president” sinabi ni Gov. Garcia

Tuloy pa rin ang pagpapatupad swab-upon-arrival policy ngunit kailangan ng manatili sa isang quarantine facility ng mga OFWs at ROFs sa loob ng sampung araw.

Hiling na isailalim sa ECQ ang 3 lugar sa Bicol, pinag-aaralan na – DILG

Pumalo sa 2,349 ang bilang ng bagong kaso ng COVID-19 sa Bicol Region sa huling dalawang linggo batay sa ulat ng Department of Health (DOH).

Batay sa tala ng DOH mula Hunyo 15, nangunguna sa may pinakamaraming kaso sa rehiyon ang mga lalawigan ng Albay (696), Camarines Sur (584), Sorsogon (341), Naga City (297), at Masbate (223).

Sa kasalukuyan, tanging ang Naga City ang nasa ilalim ng modified enhanced community quarantine (MECQ) hanggang June 30, 2021.

Samantalang ang malaking bahagi ng Bicol Region ay nasa ilalim ng modified general community quarantine (MGCQ), ang pinakamaluwag na quarantine restriction.

Bunsod nito, hiniling ng Bicol Region medical groups sa Department of the Interior and Local Government (DILG) na mapasailalim sa pinakamahigpit na community quarantine ang mga lalawigan ng Albay, Camarines Sur, at Sorsogon pati na ang mga lungsod ng Legazpi, Naga, at Sorsogon.

Anila, nakababahala ang pagtaas ng kaso na iniuugnay sa local transmission bunsod ng maluwag na pagpapatupad ng minimum health standards, hindi pagsunod ng local officials sa Inter-Agency Task Force regulations, mabagal, inaccessible at di sapat na testing at poor contact tracing efforts at iba.

Ayon naman kay DILG Spokesperson Jonathan Malaya, pinag-aaralan na ng DILG ang apela ng mga medical frontliner.

Duterte vows justice for Absalon cousins killed in Masbate blast — Palace

MANILA, Philippines—President Rodrigo Duterte has vowed to seek justice for football player Keith Absalon and his cousin Nolven who were killed by a landmine blast in Masbate City on Sunday (June 6).

In a virtual press briefing, Presidential Spokesperson Harry Roque Jr. said the President has heard the plea of the victims’ families.

“Nangako ang Pangulo na masusi itong iimbestigahan at pagbabayaran ang may mga sala,” he said.

(The President vowed to thoroughly investigate the incident and hold the perpetrators  accountable)

“Pwede pong hulihin, litisin at parusahan ang mga taong gumamit ng pasabog na ito kahit saang parte ng daigdig because what they did po was a crime against the international community. Mariin namin itong kinukundena,” Roque added.

(Those who use landmines can be can be arrested, put on trial, and punished in any part of the world because what they did  was a crime against the international community. We deeply condemn the act.)

The Communist Party of the Philippines-New People’s Army (CPP-NPA) on Tuesday took responsibility for the incident and expressed their remorse “over the untimely and unnecessary deaths.”

Meanwhile, the Armed Forces of the Philippines (AFP) reported that Keith and Nolven also sustained gunshot wounds.

Based on the necropsy report of the City Health Office in Masbate City, Keith also sustained a gunshot wound on the right eye while Nolven sustained a gunshot wound on the right shoulder blade and on the left lateral distal thigh. AAC
