Former Maguindanao mayor on ‘narcolist’ killed after grabbing police escort’s gun

MANILA, Philippines — Former Talitay, Maguindanao mayor, Montasser Sabal, was killed during the operation of the Philippine National Police (PNP) on Thursday after allegedly grabbing the service firearm of a police escort during his transport to Camp Crame in Quezon City.

PNP Chief P.Gen. Guillermo Eleazar said Sabal is one of the high-value targets.

The Criminal Investigation and Detection Group (CIDG) arrested Sabal on Wednesday (June 16) at the Batangas Port in Batangas City.

The PNP said he was wanted for drug and illegal possession of firearms charges. Eleazar also said that Sabal is included in the ‘narcolist’.

“Isa siya sa kino-consider natin na high value target (We consider him a high-value target) considering he was a former police officer, recruited and trained by special action force on explosive ordnance disposal and sniper course,” he said.

During Sabal’s arrest, authorities recovered six high-caliber firearms, 400 grams of suspected illegal drugs, and P200,000 cash.

Authorities were escorting Sabal towards the National Capital Region Field Unit of the CIDG at Camp Crame when he grabbed his police escort’s firearm while onboard the vehicle which resulted in a scuffle.

Sabal was able to shoot the police officer beside him which prompted the accompanying police officer to use reasonable force.

“Sabal tried to escape by grabbing the firearm of his police escort the scuffle between the suspect and the police escort resulted in the latter to hit and fatally wounded Sabal, the suspect was rushed at San Juan Medical Center but declared dead at around 6:13 in the morning,” Eleazar said.

The PNP Chief also added that the confiscated firearms from Sabal might probably be used during the 2022 national elections.

“Another possible attempt by a partisan armed group to beef up armaments as they prepared for the coming 2022 election,” according to Eleazar.

Sabal was charged by the Office of the Ombudsman and eventually suspended for failure to disclose his properties and business interests in his SALN from 2011 to 2015.

Meanwhile, Sabal’s cohorts will undergo an investigation to determine appropriate cases to be filed against them.

Mga pulitikong sasabak sa 2022 elections, aalisan ng protective security – PSPG

MANILA, Philippines – Babawiin ng Police Security and Protection Group (PSPG) ang protective security detail ng mga pulitiko at pribadong indibidwal na tatakbo sa 2022 elections.

Ayon kay PSPG spokesperson Police Major General Jackson Cases, layunin nito na maiiwas sa pulitika ang mga pulis na nakabantay sa mga pulitiko at ilang personalidad.

Alinsunod rin aniya ito sa nais ng Philippine National Police (PNP) na manatiling apolitical o walang pinapanigang pulitko o kandidato ang kanilang mga tauhan.

Ngunit sakaling may kinakaharap silang seryosing banta sa buhay ay maaari naman silang mag-request sa Commission on Elections (COMELEC) na panatilihin ang security detail.

“Tatanggalan po sila, ngayon po mag-a-apply po sila sa COMELEC para po sila ay mabigyan. Parang katulad po yan ng gun ban exemption, ia-apply po nila yung exemption ng kanilang security para po sila ay maprovide-dan ng PSPG ng kaukulang protective security personnel,” ani Cases.

Paalala naman ng PNP na mahigpit na ipinagbabawal sa mga pulis ang pangangampanya o pagbitbit ng mga election paraphernalia.

“Ang pulis po na naka-detail sa isang pulitiko, ang concentration po nIya ay mag-provide lang ng protective security. Hindi po sya pwedeng gamitin na driver, hindi sIya pwedeng gamitin sa pangangampanya, violation po yan ng ating circular,” ani Cases.

“Hindi po sila puwedeng magbitbit o mag-distribute ng campaign materials maaari po silang imbestigahan at ‘pag napatunayan ay magkakaroon po sila ng administrative case po,” dagdag pa niya.

PNP ready to assist in national rollout of COVID-19 pediatric vaccination – Eleazar

MANILA, Philippines – The Philippine National Police (PNP) on Thursday said it is ready to secure and help in the government’s nationwide COVID-19 vaccination drive for all minors, which is set to start next week.

In a statement, PNP chief Police General Guillermo Eleazar said he has ordered all police units across the country to start security preparations for the national rollout of the vaccination for children aged 12 to 17 that may start as early as Nov. 3.

“Police commanders nationwide should get in touch with their LGUs to be able to effectively craft security plans with the aim of enforcing minimum public health standards and ensuring the safety of minors and their parents,” Eleazar said.

Police assets are also ready to assist in the national vaccination program in any capacity, including disseminating information and awareness on COVID-19 vaccines.

“The Medical Reserve Force is on standby and is ready for deployment to help facilitate the inoculation process should our LGUs require assistance in their local vaccination programs,” the PNP chief said.

The Philippine government is expecting to vaccinate around 12.7 million children aged 12 to 17.

Vaccine czar Carlito Galvez Jr. earlier said the national government is eyeing to complete the vaccination of children within this age group by December.

7,000 kilos of endangered clams, hot lumber seized in Northern Samar

A total of 7,000 kilograms of endangered fossilized and fresh clams, also known as taclobo, were confiscated in an operation in Sipalay City, Negros Occidental, the Philippine National Police (PNP) said Thursday.

In a statement, the PNP said the clams amounting to P490,000 were seized by operations from its maritime group in Barangay Cayhagan last Oct. 26.

The operation also yielded the arrest of two suspects.

In another operation, police officers seized hot lumber worth more than P400,000 at a checkpoint in Allen, Northern Samar.

The PNP said a 10-wheeler reefer van, driven by one Jan Richard Ballosa, contained the lumber.

The police arrested the driver after allegedly failing to show the necessary documents indicating he was authorized to transport more than 400 pieces of lumber.

Criminal charges against the suspects in the two incidents are already being readied, the PNP said.

PNP chief Police General Guillermo Eleazar reminded the public about existing laws that aim to preserve the environment and the country’s natural resources.

“Kaakibat ng aming mandatong proteksyunan ang ating mga komunidad ang pangangalaga sa ating kalikasan. Malaking bagay ang pagkakasabat ng mga taclobo na kabilang sa endangered species sa ating bansa sa ilalim ng Republic Act 10654. Lalo rin natin paiigtingin ang kampanya kontra ilegal na pagtrotroso,” he said.

Eleazar said he has tasked all police offices to strengthen measures against individuals or even groups engaging in activities that violate environmental laws including poaching of endangered species, illegal quarrying and illegal logging.
