MANILA, Philippines – Pinangunahan ni Pangulong Benigno Aquino IIIngayong Miyerkules ang assumption of command ceremony ng PNP-Special Action Force sa Camp Bagong Diwa, Taguig City.

Dito pormal na itinalaga ng pangulo si Police Chief Supt. Moro Virgilio Lazo bilang bagong pinuno ng SAF.

Pinalitan ni Lazo si Chief Superintendent Noli Taliño na tumayong officer-in-charge nang suspendihin si Director Getulio Napeñas dahil sa isyu ng Mamasapano operation.

Sa kanyang talumpati, labis ang pasasalamat ni Lazo sa pagpili sa kanya ng pangulo bilang pinuno ng PNP-SAF.

“I am grateful honored and humbled to head the PNP-SAF, a unit that has always been close to my heart. To my brothers and sisters in the SAF family, I am so elated to be back home, excited to work again with you. Together, united and as one, let us continue to affirm our commitment to be vanguards of peace. May the force be with us all,” pahayag nito.

“SAF I believed is now stronger, more united and solid and will always live up to “TAGALIGTAS” always ready to defend our democracy and constitution,” pahayag naman ni Taliño

Inihayag naman ni DILG Secretary Mar Roxas na may pangunahing atas ang pangulo sa bagong pinuno ng SAF.

Aniya, “Yung atas naman ng pangulo ay palakasin yung SAF, ihilom ang lahat ng mga itong mga sugat na ito sa morale kung meron man.”

Si Lazo ay nagmula sa PMA Maharlika Class of 1994 at naging miyembro ng SAF noong 1982 hanggang 1989, at 2010 hanggang 2013 bago naging hepe ng Firearms and Explosive Office.

Ito ang kauna-unahang pagkakataon na sumaksi ang isang pangulo ng bansa sa isang seremonya para sa pagpapalit ng hepe ng PNP-SAF.

Bago naman ang naturang programa, nakipagpulong muna ang pangulo sa mga matataas na opisyal ng SAF upang pag-usapan ang mga pangangailangan ng mga ito.

Ayon kay Roxas, “Napagusapan kung ano ang mga susunod na hakbang yung sa training, yung sa equipment at yung iba pang pangangailangan ng SAF up to including yung hazard pay and other such things.”

Inatasan na rin ni Pangulong Aquino ang Presidential Management Staff (PMS) at PNP na isumite sa kaniya sa loob ng isang buwan ang kanilang mga rekomendasyon ukol sa mga programa at reporma para sa SAF.

Samantala, nagsimula na rin aniyang mamili ang pangulo ng itatalagang bagong hepe ng PNP at kabilang sa mga kinausap nito ay sina PNP officer-in-charge Deputy Director General Leonardo Espina at Deputy General Marcelo Garbo Jr, hepe ng PNP Directorial Staff. (Nel Maribojoc / UNTV News)

DOJ, DILG crafting guidelines for Duterte order to detain people improperly wearing face masks

MANILA, Philippines – The Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG) are crafting guidelines for the latest order of President Rodrigo Duterte to detain those who are improperly wearing face masks in public, Justice Secretary Menardo Guevarra said Thursday.

In a message to reporters, Guevarra said the guidelines will include details on the booking and detention processes, as well as the investigation and the filing of charges against those who will be apprehended.

The DOJ chief, however, stressed that Duterte’s order takes effect immediately even if the guidelines are still being formulated.

“The President’s directive takes effect immediately even without the guidelines. Existing laws and ordinances define the prohibited acts and impose the corresponding penalties therefore, and the relevant rules of court govern the procedure,” Guevarra said.

He also advised the public to wear face masks properly and to follow the law to avoid being detained.

“The best way to avoid being arrested while the guidelines are being formulated is to wear a face mask and obey the law,” he said.

On Wednesday, Duterte ordered the Philippine National Police to impose a stricter mask mandate to stem the spread of COVID-19 that mostly affected urban centers.

DILG to discuss with LGUs, PNP parameters of Duterte’s new order to arrest mask violators

MANILA, Philippines – President Rodrigo Duterte on Wednesday (May 5) ordered the Philippine National Police (PNP) to arrest people who are not wearing their face mask properly in public.

President Duterte made the order during his pre-recorded address after noting that some people mindlessly don a face mask just so they can comply with the protocol.

“Itong mask, ‘yung iba, for compliance lang. Naglalagay ng mask pero nakalabas ‘yung ilong. I-detain mo tapos imbestigahan mo siya kung bakit ganoon ang behavior,“ he told the PNP adding that he has to be strict to curb COVID-19 transmission.

“Kapag hindi ko higpitan, walang mangyayari. Iyan nga, for compliance lang kayo,” he added.

In an interview following Duterte’s announcement, DILG Undersecretary Jonathan Malaya said they still have to discuss the new directive with the PNP.

“I think the President was serious. We will have to sit down with the Philippine National Police [..] to determine the parameters of the presidential directive. And we have to reconcile this with the various ordinances that were issued by the LGUs,” Malaya noted.

“I must emphasize that what people are violating here are local ordinances that were issued by the local sanggunian. We will take a look on how we can implement this directive of the President,” he added.

As for the quarantine violations, Malaya stressed that the IATF resolution is implemented through ordinances passed by the local government units. The penalty for a specific violation would depend on each LGU.

“So we may have to talk with the LGUs and of course the Philippine National Police,” Malaya said.

Malaya emphasized that it is the responsibility of the local chief executives and barangay officials to implement all minimum health standards in their respective jurisdictions.

Año recommends only one name for next PNP chief

MANILA, Philippines — Department of the Interior and Local Secretary (DILG) Secretary Eduardo Año has submitted only one name for the next chief of the Philippine National Police (PNP) to President Rodrigo Duterte.

Año, who chairs the National Police Commission (NAPOLCOM), did not identify the police general whom he recommended to replace Police General Debold Sinas.

Sinas is set to retire on May 8.

The DILG chief, however, stressed that the president has the prerogative to also pick anyone with a rank of at least Police Brigadier General to lead the 200,000-strong police force.

Sinas earlier bid his farewell to police personnel ahead of his retirement.

He also assured that the police force would support any official whom Duterte will choose as the next police chief.

“Lahat naman ng mga PNP generals dito are capable enough to lead the PNP and kami we just wait kung sino pipiliin ng presidente at siya po ang susuportahan ng buong PNP,” he said. – RRD (with details from Correspondent Lea Ylagan)
