TAGUIG CITY, Philippines — Pinangunahan ni Pangulong Benigno Aquino III ang pagdiriwang ng National Heroes Day sa Libingan ng mga Bayani ngayong araw (Agosto 27). Kasabay nito ay nagtagubilin ang Pangulo sa bagong talagang Supreme Court Chief Justice.

Nag-alay ng mga bulaklak at ng 21 gun salute para sa mga nakahimlay na sundalo sa Heroes Cemetery bilang paggunita sa Araw ng mga Bayani.

Nagbigay pugay rin ang Pangulo sa mga nagsilbing bayani sa panahon ng kalamidad na dumating sa ating bansa tulad ng paghagupit ng habagat.

“Nasaksihan natin ang ganitong kabayanihan sa madami nating kababayang pulis, sundalo, kawani ng gobyerno, pati na karaniwang Pilipino nang humagupit ang habagat na nagdulot ng malawakang baha sa iba’t ibang bahagi ng lungsod. Libu-libo ang nag-responde upang saklolohan ang sinalanta ng kalamidad. Hindi man alam ang pangalan o hindi man kaanu-ano ang tinulungan, isinugal nila ang buhay upang magmalasakit sa nangangailangan,” pahayag ng Pangulo.

Kasabay nito ay nagtagubilin ang Pangulo kay Supreme Court Chief Justice Maria Lourdes Sereno na maibalik ang tiwala ng samabayanan sa hudikatura.

“Umaasa akong titimbangin mo ang iyong hatol at pasya upang manumbalik ang kumpyansa ng taumbayan sa institusyong iyong pamumunuan. Ang atas sa’yo ng taumbayan, pairalin ang patas na sistema ng katarungan. Wala dapat itong kilingan, mayaman man o mahirap, karaniwang pilipino man o nasa kapangyarihan. Sa ating bagong punong mahistrado, huwag kang mawalan ng loob sakaling dumagsa ang mga pagsubok na kailangan mong pasanin. Makakaasa kang kasangga mo ang sambayanang pilipino. “

Kinilala rin ng Pangulo ang kabayanihang ini-ambag sa bayan ng yumaong si DILG Secretary Jesse Robredo.

“Bayani siyang pinili ang simpleng pamumuhay, [inuuna] ang kapakanan ng kapwa bago ang sarili, at nangibabaw ang kanyang prinsipyo laban sa transaksyonalismo,” pagpuri ng Pangulo kay Robredo.

Nakilala ang kakayanan sa pamumuno ni Sec. Jesse Robredo sa local government sa pagpapatupad ng “full disclosure order,” kung saan obligado ang bawat local  na pamahalaan at ahensya na nasa ilalim ng DILG na maging bukas sa publiko ang lahat ng transaksyon o pinaggamitan  ng  pondo ng gobyeno upang maiwasan ang korapsyon. Supreme Court moves Bar exams to February

MANILA, Philippines – The Supreme Court (SC) on Friday announced that the Bar examinations have been rescheduled to February 4 (Friday) and February 6 (Sunday).

The SC said this is in consideration for those who may not be able to push through with the exams due to the current COVID-19 situation.

The Bar exams were originally scheduled for January 23 to 25, 2022.

In a Bar bulletin, the SC said a total of 8,546 Bar examinees have reported that some of them have tested positive for COVID-19, living with COVID patients, or under quarantine due to direct contact.

The high court also said that 16 of the 31 teams that will be deployed will be “critically understaffed” if the current schedule were maintained.

“Considering these numbers, as well as the projections of the Court’s expert consultants on the progress of this current COVID-19 surge, the Supreme Court En Banc has unanimously decided that the Bar examinations be rescheduled to February 4, 2022, Friday; and February 6, 2022, Sunday,” the SC said.

Bar exams chairperson, SC Associate Justice Marvic Leonen, has urged Bar examinees to strictly undergo quarantine by January 20.

Bar takers who have concerns that are not within the competence of the SC’s help desks are advised to contact the SC via BarChairLeonen@gmail.com.

“Be patient. Take a few days off to regain your composure and then continue with your preparations. Soon, those who have the determination, tenacity, and resilience to overcome these challenges will become great lawyers who will serve our people well,” he said.

Leonen also expressed gratitude to local government units as well as schools that will host the command center and serve as local testing centers.

DILG tells PNP to provide security for media members during 2022 polls

MANILA, Philippines – The Department of the Interior and Local Government (DILG) has directed the Philippine National Police (PNP) to provide security for members of the media who may face threats or intimidation during the course of the 2022 elections.

In a statement, the DILG said the PNP should designate media security focal persons in each province and city nationwide to provide a mantle of protection for media workers.

DILG Undersecretary Jonathan Malaya said Secretary Eduardo Año has issued a memorandum to PNP chief Police General Dionardo Carlos regarding the matter.

This was in response to the request of Presidential Task Force of Media Security (PTFoMS) Executive Director Joel Sy Egco in anticipation of a possible increase in violent incidents involving media personnel during the election season.

“We are one with the PTFoMS in providing security and other protective measures for media workers. They deserve to be shielded from every form of harm that they might be exposed to in the line of duty particularly during elections,” Año said.

“The 4th Estate is an integral part of our democracy and government’s partner for a more peaceful, honest and orderly polls,” he added.

Based on the memorandum, the PNP is directed to designate a focal person for media security, who will be the first to receive information and respond to any threats leveled against a media worker.

The focal person shall also directly coordinate with assigned Special Agents of the PTFoMS and assist the Task Force in expediting the resolution of cases of violence against journalists.

Malaya said the DILG shares the concern of the PTFoMS on the welfare of media workers who face the threat of violence, especially during the election season.

He recalled the gruesome Maguindanao massacre in November 2009 that claimed the lives of 58 people, including 32 members of the media who were covering the filing of candidacy of a local politician.

“The infamous massacre in Ampatuan, Maguindanao in November 2009 is a constant reminder that media workers are mostly vulnerable a few months before, during and a few months after every elections,” Malaya said.

Mga barangay, pinagsusumite ng listahan ng mga residenteng bakunado at ‘di bakunado vs COVID-19 – DILG

MANILA, Philippines – Inatasan ng Department of the Interior and Local Government (DILG) ang mga barangay na magsumite ng listahan ng mga residente na bakunado na at hindi pa bakunado laban sa COVID-19.

Sa isang panayam, sinabi ni DILG Undersecretary Jonathan Malaya na ang kautusan ay inilabas ni Secretary Eduardo Año sa layuning magkaroon ng imbentaryo ng mga barangay ng mga nabakunahan na at hindi pa bakunado sa gitna na rin ng tumataas na namang coronavirus infections.

Ito aniya ay kaugnay na rin ng direktiba ni Pangulong Rodrigo Duterte na higpitan ang paglabas ng mga hindi pa bakunado para maprotektahan sila laban sa coronavirus disease.

“Para po masigurado natin ang datos natin ng mga unvaccinated, nagpalabas po si Sec. Año ng memorandum circular para po magsagawa ng imbentaryo ang lahat ng mga barangay sa buong bansa para malaman ‘yung mga ‘di pa nagpapabakuna sa mga barangay in line of the pronouncement of the president,” ani Malaya.

Oras aniya na maihanda ang imbentaryo ay maaari nang simulan ang pagpapatupad ng restrictions sa galaw ng mga hindi pa bakunado, alinsunod sa ordinansa ng mga lokal na pamahalaan.

Sa Metro Manila, tatlong lungsod na lang ang hindi pa nakapagpapasa ng ordinansa na nagtatakda ng restrictions sa mga unvaccinated partikular na ang Pasig, Navotas at Makati.

“I would expect in the next few days ay lahat, all 17 LGUs in Metro Manila will have their own ordinance enforcing the president’s directive,” ani Malaya.

Inaasahan rin ng DILG na magpapasa ng kaparehong ordinansa ang mga lalawigan dahil naglabas na ng resolusyon ang League of the Provinces of the Philippines na humihikayat sa mga miyembro na gawin ito.
