The Manila Police District (MPD) arrested a sales agent on Thursday (October 3) for allegedly raping a 15-year-old student.

In a report, MPD Special Mayor’s Reaction Team (SMaRT) Chief Police Major Rosalino Ibay Jr. said a complaint letter was submitted to Manila Mayor Francisco ‘Isko’ Moreno Domagoso.

Based on the letter, 43-year-old suspect Diofre Lara Sales has purportedly lured the victim with consent. The incident occurred on September 27 at Victoria Court, Bagong Barrio, Caloocan City.

The MPD SMaRT conducted a follow-up operation which led to the arrest of Sales on Thursday (October 3) in Tayuman, Manila.

According to the initial investigation Sales allegedly raped two more high school students.

Meanwhile, Sales argued that he is not a bad person.

“Hindi po ako masamang tao. Temptation lang po ito, (I am not a bad person. It was just temptation),” he said.

Moreno reiterated his warning to criminals.

“Ayoko lahat ng kriminal. Sinabi ko na sa inyo, may gobyerno na ang Lungsod ng Maynila. Umalis na kayo dito, (I don’t like criminals. I told you, the City of Manila now has a government. Leave the city)” he said.—AAC

NCRPO confirms first COVID-19 case in Manila Police

Aileen Cerrudo   •   March 24, 2020

The National Capital Region Police Office (NCRPO) on Tuesday (March 24) confirmed the first case of coronavirus disease (COVID-19) in the Manila Police District (MPD).

In a statement, the NCRPO said the first confirmed COVID-19 case was considered as person under investigation (PUI) last March 17.

NCRPO Chief PMGen. Debold Sinas immediately ordered to disinfect and decontaminate the station where the confirmed case was assigned.

“As soon as the decontamination takes place, other police officers will take over the duties and responsibilities of the station while the colleagues are considered PUIs,” Sinas said.

Sinas also said they are already conducting contact tracing of those who had contact with the NCRPO patient.

“We will advise them for home quarantine until March 28,” he said.

“We are also human beings susceptible to COVID-19. And as law enforcers, we are facing higher risks of exposure to this pathogen as part of our pledge to serve and protect our fellowmen,” he added.—AAC (with reports from Lea Ylagan)

Mayor Isko orders raid of ‘Recto University’

Marje Pelayo   •   December 18, 2019

MANILA, Philippines – The Manila Police District (MPD) Special Mayor’s Reaction Team raided the Recto area where fake documents are being produced.

The area, known as ‘Recto University,’ was popular for its open business of forging fake government documents and identification cards.

Authorities ransacked all stalls even those that were closed at the moment of the raid.

They searched the entire area even the residential houses near stalls alleged as operating such illegal business.

The operation is in line with the directive of Manila Mayor Isko Domagoso to track the offenders of the law across the city, especially after the Mayor found out that even the city government’s official receipt is being faked.

Several machines use to replicate school diplomas, birth certificates, transcript of records, driver’s license, firearms license, marriage certificates and NBI clearance among others.

Operatives also seized piles of printed fake documents during the search.

Domagoso expressed dismay over the incident and to the barangay officials who were supposed to manage the Recto area.

“Sa susunod na may gumawa ng fake ID, fake na diploma, lahat ng uri ng fake na imprenta sa baranggay mo, kasama ka na sa kaso (The next time somebody in your area of responsibility produces fake ID, fake diploma, all kinds of fake documents, you will be involved in the charges),” the city Mayor warned barangay officials.

Domagoso further expressed anger towards members of Manila Police who act as protectors of printing shops producing fake documents along Recto Avenue.

“Dinoble na ng pangulo ng bansa ang sweldo nyo. May mga allowance pa kayo sa siyudad. Ibinibigay kung ano ang dapat sa inyo (The President already doubled your salary. You also receive allowances from the city government. You are even provided of what you deserve),” Domagoso said.

The Mayor warns rogue policemen to rectify their actions, otherwise, suffer the consequences.

“Kapag hindi kayo tumigil , ang susunod kung i-re-raid ang presinto (If you don’t shape up, I will raid police stations next),” Mayor Isko said.

“Poposasan ko kayo sa mata ng publiko na kung saan ikahihiya ninyo habang buhay. Kahit pamilya ninyo (I will put handcuffs on you and I will embarrass you which you will remember for the rest of your life. Even by your family) you will be disowned,” he added.

The city mayor is determined to curb the illegal operations of the so-called ‘Recto University’ in Manila.

In November, six persons were arrested in an entrapment operation by MPD-SMART on the act of producing fake ID cards of persons with disability (PWD) and senior citizens. – MNP (with details from Bernard Dadis)
