P3 dagdag-pasahe, hiling ng ilang transport groups dahil sa tumataas na presyo ng petrolyo

MANILA, Philippines – Plano ngayon ng ilang transport group na maghain ng pormal na petisyon para sa hiling nilang dagdag-pasahe sa Land Transportation Franchising and Regulatory Board (LTFRB).

Ayon sa grupong Pasang Masda, tatlong piso sa unang tatlong kilometro ang hirit ng mga jeepney driver sa gitna na rin ng tumataas na presyo ng mga produktong petrolyo.

Kung maaaprubahan ay magiging P12 na ang minimum fare sa pampasaherong jeep mula sa kasalukuyang P9.

Tiniyak naman ni Obet Martin, ang pinuno ng grupong Pasang Masda, na agad nilang ibababa ang pamasahe kapag bumaba na rin ang halaga ng krudo.

“About 3 years ago or 4 years ago, nang bumaba ang presyo ng diesel na tig-29 pesos, immediately, kami rin ang grupo ay nagpunta ng LTFRB. Then, we filed our petition para i-rollback ang pamasahe. Nag-file kami at iyan din naman ang assurance natin sa ating mga kababayan. ‘Pag nag-normalize, ibabalik po natin doon sa dating pamasahe,” ani Martin.

Paliwanag ng Department of Energy (DOE), ang patuloy na pagtaas ng presyo ng petrolyo sa bansa ay epekto ng paggalawa ng pandaigdigang presyo.

Ayon kay DOE-Oil Industry Management Bureau director Rino Abad, bunsod ito ng kakulangan sa supply at pagtaas ng demand sa langis dahil sa unti-unting pagbubukas ng ekonomiya at sa winter season sa ibang bansa.

“Itong nangyayaring pagkakakulangan ng ating crude oil supply on the global market ay ito’y inI-expect na aabot po ng hanggang katapusan ng taon at posible pong magkaroon na ng easing out, yung paghihinay-hinay ng kakulangan, on the first quarter of 2022,” ani Abad.

Sa panig naman ng LTFRB, sinabi ng executive director ng ahensiya na si Joel Bolano na pag-aaralan nila ang hiling ng mga tsuper na itaas ang pasahe upang maka-agapay sila sa kasalukuyang halaga ng petrolyo.

“Batay po doon sa mga increases ng atin pong petrolyo, based doon sa ating computation po kung babalikan po natin yung year-on-year na increase po ay at least mga 1.20 – hindi po lalagpas ng P1.26 more or less po,” ani Abad.

Payo naman ng DOE sa mga tsuper na magpakarga sa mga gasolinahan na nag-aalok ng promotions gaya ng discount at rebate na inilalaan dahil sa mataas na kumpetisyon.

DOE exploring mangrove’s potential in managing carbon dioxide emissions

MANILA, Philippines – The Department of Energy (DOE) on Thursday said it is looking into the potential of mangrove sequestration in managing carbon dioxide (CO2) emissions from coal-fire power plants as part of the Philippines’ commitment to successfully realize the energy transition without sacrificing energy security.

In a statement, the DOE said Energy Secretary Alfonso Cusi has issued a memorandum directing the Energy Policy and Planning Bureau to examine existing studies, or submit its own study on the “possibility of putting up mangroves for CO2 emission reduction from coal-fired power plants”; and seek technical assistance from development partners for such a study.

“The study, if proven, could help the Philippines in fulfilling the CO2 requirements without sacrificing our goal to achieve energy security given our energy-neutral portfolio,” Cusi said in his memo dated November 24.

With the global community racing to find ways to curb the adverse impact of climate change on the planet, the DOE said mangroves continue to gain scientific interest due to their ability to stockpile significant amounts of carbon in their wood and soil, instead of releasing it back into the atmosphere.

“We recognize the need to attain our energy security in a sustainable manner,” Cusi said.

“However, while there still is a percentage of our power needs that is being provided by coal, we should actively explore the potential of out-of-the-box solutions that could reduce the harmful greenhouse gas emissions of coal plants,” he added.

The Philippines has earlier urged the international community to start implementing actions on the fulfillment of the nations’ commitments and obligations to humanity to save the planet from environmental catastrophe.

Pangilinan proposes expansion of fuel subsidy to other PUV drivers in 2022

MANILA, Philippines — Senator Francis Pangilinan wants the coverage of the government’s fuel subsidy beneficiaries to be expanded next year once the prices of petroleum products increase anew.

During the Senate deliberation on the 2022 budget of the Department of Transportation (DOTr), Pangilinan proposed that a special provision be added to the General Appropriations Bill for 2022.

Pangilinan said this will extend the coverage of the Pantawid Pasada Program to public utility vehicle (PUV) drivers once the prices of crude oil in the world market go up to USD 80 per barrel.

“It can or may include taxi, tricycle drivers, ride-hailing, delivery services considering that we are still in a state of emergency,” Pangilinan said.

Pangilinan said the fuel subsidy is only limited to legitimate public utility jeepney franchise grantees.

Senator Grace Poe who sponsored the DOTr’s budget agreed to Pangilinan’s proposal.

The DOTr’s proposed 2022 budget for its fuel subsidy program is at Php5-billion.

“The aim of this Php5 billion is for 365,000 units of PUV to be subsidized at 13,500 per unit. But if we can expand the program so that those in the other types of PUV can be covered that would certainly be welcome if we can find funding for that,” Poe said.

Transport group, Pasang Masda, welcomed this Senate initiative.

“Maganda na yung may mga initiative na ganito na talagang mayroon silang mga magandang programa para sa mga drivers ng pampublikong sasakyan. Ako’y nagpapasalamat dito,” said Pasang Masda president Obet Martin.

Martin, however, said drivers are still awaiting the fuel subsidy for this year.

He also called on Land Transportation Franchising and Regulatory Board chairman Martin Delgra regarding the implementation of fuel discounts in select gasoline stations.

“Ang ceiling na hinihingi namin P3 hanggang P5 kung makakaya nila hanggang sa mataas lang ang presyo ng petroleum products. Eh ngayon nga medyo bumababa na, eh hindi pa rin namin nararamdaman ‘to,” Martin said.

The group also hopes that the government’s free ride project will continue in 2022.

The DOTr has allotted around Php10-billion budget for the service contracting program for 2022.

Listahan ng PUJ drivers at operators na makakakuha ng fuel subsidy, isinasapinal na – LTFRB

MANILA, Philippines – Isinasapinal na ng Land Transportation Franchising and Regulatory Board (LTFRB) ang listahan ng public utility jeepney (PUJ) drivers at operators na kwalipikado sa fuel subsidy program ng pamahalaan.

Ayon kay LTFRB Technical Division Head Joel Bolano, nasa 136,000 ang bilang ng mga benepisyaryo ng programa batay sa inilathala ng Department of Transportation (DOTr)

Ngunit paglilinaw ng opisyal, maaari pang mabago ang listahan ng mga benepisyaryo dahil kasama pa sa naturang bilang ang mga dati nang nakakuha ng bank account card sa ilalim ng pantawid pasada program noong 2018 at 2019.

Ayon kay Bolano, posibleng hindi na aktibo ang ilan sa mga benepisyaryo kaya kailangan pa munang ayusin ang listahan at isama ang ibang tsuper at operator na hindi nakakuha noon ng bank card pati na ang mga bagong operator.

“So, from the 136 (thousand) na iyon, baka yung iba inactive na. So, fina-finalize lang kaya mag-a-adjust talaga iyon. So, may effect iyon doon sa individual na amount,” ang pahayag ng opisyal.

Muli namang paalala ng LTFRB sa PUJ drivers at operators na gagamitin lang ang fuel subsidy para sa pamamasada alinsunod sa nilagdaan nilang kasunduan.

Ibibigay ang card sa mga tsuper upang magamit sa mga gasolinahan kapag kakargahan ng krudo sa kanilang operasyon.

Maaari din namang ang operator ang magpa-gas upang matiyak na walang gagastusin ang driver sa pagkakarga ng krudo.

Babala ng LTFRB, maaaring patawan ng parusa ang mga operator sakaling may paglabag sa programa.

Sa ngayon, patuloy na naghahanda ang LTFRB para sa pagpapatupad ng programa.

“Hopefully, mai-start na natin within this November mairo-rollout na natin iyan kasi ang pagkakaalam ko papasok na yung fund galing sa DBM to DOTr itong week na ito,” ani Bolano.

Ayon sa LTFRB, malalaman sa mga susunod na araw ang halaga ng subsidiyang makukuha ng mga tsuper kapag naisapinal na ang listahan ng mga benepisyaryo. – RRD (mula sa ulat ni Correspondent Asher Cadapan Jr.)
