PH gov’t warns public vs providing financial, material support to CPP-NPA-NDF

MANILA, Philippines – The government has warned the public against providing money and material support to the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

In a statement, the Anti-Money Laundering Council (AMLC) said the CPP-NPA and NDF have been designated as a terrorist organization by the Anti-Terrorism Council (ATC) through its Resolution Nos. 12 and 21.

The AMLC warned that under Section 12 of the Anti-Terrorism Act of 2020, any person who provides material support to a terrorist individual or organization, knowing that such individual or organization is committing or planning to commit terrorist acts, is liable as principal and in relation to Sections 4 and 6 of the ATA, shall suffer the penalty of life imprisonment.

It also cited Section 8 of Republic Act 10168 or the Terrorism Financing Prevention and Suppression Act (TFPSA), which provides that any person who makes available any property or funds or financial services or other related services to designated persons or organizations shall suffer the penalty of reclusion temporal to reclusion perpetua and a fine of not less than P500,000 nor more than P1 million.

“Further, Section 11 of the TFPSA authorizes the Anti-Money Laundering Council, upon its own initiative or at the request of the ATC, to freeze property or funds that are related to terrorism financing,” the agency said.

“In effect, the ATC designation makes any person who provides monetary and material support to the CPP-NPA-NDF liable for violations of relevant provisions of the ATA or TFPSA,” it added.

Over the years, the Communist Terrorist Group has engaged in terrorism financing.

According to a former ranking NPA member, fees collected from political candidates are pro-rated based on the sought position.

The AMLC said that recovered CPP-NPA documents, statements of former NPA members, and other reliable sources reveal that communist terrorists raise and collect funds through extortion/taxation, including election fees, such as “permits to campaign/win” from politicians.

Other regular and major sources of funds are mining companies, telephone companies, construction firms, and other businesses, including project funds from abroad. These funds amount to billions of pesos, where 60% goes to the CPP Central Committee and 40% remains with the regional units for their terrorist operations.

Apart from money, communist terrorists also receive firearms, combat boots, uniforms, and technical equipment/gadgets.

Prior to the ATC designation, the CPP-NPA has been designated as terrorist organizations by other countries and jurisdictions, including the United States, European Union, Australia, United Kingdom, and New Zealand.

“Putting an end to the local communist movement entails cutting off their sources of funding and other means of support,” AMLC said.

“Thus, the public must immediately report any coercive or illegal fund collection by the communist terrorists as these terrorism financing activities sustain the violent agenda of the CPP-NPA-NDF that disregards not only our country’s laws but also human life, public safety, and right over property,” it added.

Grupo ng mga magulang, nagkilos protesta kontra CPP

MANILA, Philippines — Nagsagawa ng kilos protesta laban sa Communist Party of the Philippines (CPP) ang grupo ng mga magulang sa harap ng Far Eastern University sa Maynila.

Kaugnay ito ng nalalapit na ika-53 anibersaryo ng naturang kilusan.

Ang mga nasabing magulang ay kumatawan sa League of Parents of the Philippines at Liga Independencia Pilipinas.

Nais nilang ipaalala sa publiko na huwag magpalinlang sa komunistang grupong ito maging sa kanilang armed wing na New Peoples Army.

Binigyang diin nila ang patuloy na pangrerecruit at panlilinlang sa mga kabataan ng Communist Party of the Philippines-New Peoples Army-National Democratic Front (CPP-NPA-NDF) kahit sa kilalang unibersidad sa bansa.

“Yung anak po namin nawawala and even po yong ibang mga anak na nasa Hands Off Our Children hindi pa po nila nakikita yong mga anak nila. […] Confirmed po na nasa bundok. And even po yong ibang mga magulang na kasama ko hinanap nila anak nila, andun sa Mindoro nag-NPA may hawak na armas,” ayon kay Maria Relissa Lucena, isa sa mga magulang.

Hinikayat din ng grupo ang publiko na huwag iboto ang mga party-list ng CPP tulad ng Gabriela, Anakpawis, Bayan Muna, ACT Teachers, at iba pa.

Binatikos din nila si Judge Thelma Bunyi-Medina ng Manila RTC dahil sa pagpapawalang sala sa ilang suspek sa Inopacan Massacre sa Leyte, kabilang na si Satur Ocampo at Vic Ladlad na miyembro anila ng central committee ng CPP.

PNP on heightened alert following slay of rebel leader ‘Ka Oris’

MANILA, Philippines – Philippine National Police (PNP) chief Police General Guillermo Eleazar has ordered all police units to be on heightened alert for possible retaliatory attacks from communist rebels following the death of one of their alleged high-ranking officials, George “Ka Oris” Madlos.

Eleazar lauded the military’s effective internal security operations that led to the neutralization of Madlos, who was the commander and spokesman of the National Operations Command of the NPA, in an encounter in Impasugong, Bukidnon on Saturday, October 30.

“The PNP is one with our brothers in the Armed Forces of the Philippines in curbing the lawless activities and atrocities of the communist rebels that bring fear and terror to our communities. The entire PNP hails this successful operation as a big blow to the CPP/NPA/NDF,” Eleazar said in a statement.

“Kasabay nito, ipinag-utos ko sa ating kapulisan na mas maging alerto sa posibleng retaliatory attacks ng mga rebelde upang ipaghiganti ang pagkamatay ng isa sa kanilang matataas na pinuno. Tinitiyak ko sa publiko na hindi namin ito hahayaan. Patuloy ang pakikipagugnayan namin sa AFP upang siguruhin ang kaligtasan ng ating mga kababayan,” he added.

Initial reports said elements from the 403rd Infantry Brigade launched the operation after receiving information on the presence of rebels in Sitio Gabunan in Barangay Dumalaguing.

Allegedly, there were anti-personnel mines in the area, prompting soldiers to call for air support. State forces then engaged more or less 30 communist rebels in a firefight, which resulted in the death of Madlos and another rebel.

Despite differences in their beliefs on social issues, Eleazar has extended his condolences to the family of Madlos.

“Magkaiba man ang aming paniniwala tungkol sa pagtugon sa mga suliraning panlipunan ay personal kong ipinapaabot ang aking pakikiramay sa pamilya ni George Madlos o Ka Oris,” he said.

Eleazar said that Madlos’ death should serve as a warning to remaining communist rebels that the government would not stop in their operations against the CPP/NPA/NDF.

He also urged the remaining CPP-NPA-NDF leaders and members to surrender and avail of government programs so they could return to the mainstream of society and lead normal lives.

“Matagal na at patuloy ang ating pagkukumbinsi sa ating mga rebeldeng kababayan na magbalik-loob na sa pamahalaan at sa katunayan ay makailang beses na ipinaabot ng Armed Forces of the Philippines ang kagustuhang maipagamot si Ginoong Madlos matapos malaman na meron siyang iniindang problema sa kalusugan,” he said.

“Marami na sa ating mga kababayang rebelde na nagbalik-loob ang namumuhay na ngayon ng tahimik at normal at ito ay isang patunay lamang ng sinseridad ng pamahalaan na tapusin na ang problema sa communist insurgency,” he added.

PNP intensifies ops vs communist rebels after Iloilo attack

Philippine National Police (PNP) chief Police General Guillermo Eleazar on Tuesday said he has directed all unit commanders to be on alert and further intensify police operations against communist rebels following a bomb attack in Iloilo that left two cops injured.

“The NPA attack that resulted in the wounding of two of our policemen is certainly a strategy being employed to make it appear that they are still strong and eventually use as a leverage for their extortion activities to candidates for the next year’s election,” Eleazar said in a statement.

“Dahil dito, inatasan ko na ang lahat ng ating mga unit commanders na maging alerto at lalo pang paigtingin ang mga operasyon laban sa mga CPP-NPA-NDF upang hindi sila mabigyan ng pagkakataon na magkamal ng pera na patuloy nilang gagamitin sa recruitment at sa pagsasagawa ng karahasan,” he added.

The PNP identified the injured policemen as Patrolman Jessie Castamado and Police Corporal Genel Simpas.

Initial reports stated that personnel from the Iloilo Police Mobile Force Company were harassed by members of the Southern Front Komite, Komiteng Rehiyon Panay at their base area in Barangay Mayang.

The local police force then conducted a pursuit operation, which resulted in the encounter. But the members of the communist terrorist group detonated two improvised explosive device that resulted in the injury of Castamado and Simpas.

The number of casualties in the enemy side after the seven-minute firefight was undetermined, police said.

The two policemen were taken to the Rep. Pedro Trono Memorial District Hospital for medical treatment and are now in stable condition, it added.

Eleazar vowed to extend assistance to the injured personnel. He also tasked the local police in the area to conduct follow-up operations to catch the perpetrators.
