“We cannot predict earthquakes.

So kapag may lindol we should do duck, cover and hold, and make sure ang ating tinitirahan ay maka-withstand ng ground shaking,” saad pa ni Grennan. (Joyce Balancio / Ruth Navales, UNTV News)

QC issues stricter measures in issuing PWD IDs

Aileen Cerrudo   •   June 26, 2020

The Quezon City Government will enforce stricter measures in issuing Person with Disability (PWD) identification cards after reports of prevalent use of fraudulent PWD IDs.

Memorandum Circular No. 16 was signed by QC Mayor Joy Belmonte which tasked the Persons with Disabilities Affairs Office (PDAO) to verify an applicant’s claim of having a disability that is not visible.

“These guidelines aim to help prevent fraud in the issuance and use of PWD IDs while ensuring that legitimate PWDs can continue to obtain their IDs in an expeditious manner,” said Belmonte.

“The PDAO will schedule the applicant at one of our hospitals and have them undergo a personal assessment by the appropriate specialist medical doctor,” the local chief executive said.

PWD applicants must also submit proof that they are residents of Quezon City, such as a government ID with an address or barangay certificate of residency and a 2×2 ID picture.

Belmonte also reported that the six-member family, who allegedly have PWD IDs even without any supporting documents, was identified. A show-cause order was also issued for them to explain their case. AAC

QC gov’t probes PWD ID card scam

Marje Pelayo   •   June 25, 2020

MANILA, Philippines — The Quezon City government said it will be suspending the processing of Persons with Disability (PWD) identification cards  from Thursday (June 25) to Friday (June 26) to craft new guidelines that will eliminate abuse.

“We will use the two days to come up with the needed safeguards to ensure that only those deserving get the PWD cards,” said Mayor Joy Belmonte.

“Our protocols will be revisited and needed controls will be placed so the system will not be abused by greedy and opportunistic individuals,” she added.

Mayor Belmonte added that the decision was made following reports of PWD ID cards being issued to unqualified individuals specifically members of a well-off family.

Belmonte ordered an investigation into claims that six immediate members of a well-off family managed to acquire PWD ID cards in 2018 without submitting any of the mandatory requirements.

Reports said the involved parties paid P2,000 each for the said cards.

Belmonte revealed that the culprit behind the scam has already been identified and will be given a show-cause order.

He is given 72 hours to explain why he shouldn’t be held administratively and criminally liable, according to City Attorney Nino Casimiro.

If proven guilty, the said employee will face a grave misconduct case, which merits a penalty of dismissal from service.

DPWH eyes completion of offsite dormitories for QC medical frontliners by end of June

Robie de Guzman   •   June 22, 2020

MANILA, Philippines – The construction of six cluster dormitories for medical frontline workers in Quezon City is expected to be completed by the end of June, the Department of Public Works and Highways (DPWH) said.

DPWH Secretary Mark Villar said the dormitories, which are being built inside the Quezon Memorial Circle, will have 16 rooms with own toilet and bath with hot and cold water.

Each room for each dormitory cluster can accommodate 32 people or a total capacity of 192 people for six dormitories, he added.

The DPWH chief also said that the offsite dormitories are made of collapsible components fabricated to assemble 16 rooms, with spaces intended for living room, common dining, and laundry and kitchen areas.

Medical personnel of Quezon City-based hospitals such as National Kidney and Transplant Institute, Philippine Heart Center, East Avenue Medical Center, Veterans Memorial Hospital, Childrens Hospital, V. Luna General Hospital, Quezon City General Hospital and other government hospitals in QC will benefit from the temporary shelter project.

Villar, together with Quezon City officials, inspected the ongoing construction of the dormitories last Friday, June 19.

The offsite dormitories were conceptualized by the DPWH Task Force for Augmentation of Health Facilities headed by Undersecretary Emil Sadain to support the need for accommodation facilities of hospital workers on the front lines of caring for COVID-19 patients.

Operation of the dormitories after its completion by the DPWH will be undertaken by the local government unit.

This is in accordance with the memorandum of agreement signed by Villar and Quezon City Mayor Belmonte in putting up ‘We Heal as One Offsite Dormitory’ solely for use by doctors, nurses and other medical professionals working in hospitals within the jurisdiction of Quezon City who need space to rest between shifts.

When the structure is no longer needed, the DPWH said the temporary dormitories can be dismantled and removed on site.

The department said each of the components can be safely stored as part of its property for other related requirements such as temporary shelter during disaster/calamity response.
