PNP to support PCG, BFAR patrols in West Philippine Sea — Eleazar

MANILA, Philippines — The Philippine National Police Maritime Group (PNP-MG) has been tapped to assist the Philippine Coast Guard (PCG) and the Bureau of Fisheries and Aquatic Resources (BFAR) in their ongoing maritime patrols in the West Philippine Sea, police chief General Guillermo Eleazar said.

“The PNP, specifically the Maritime Group, is ready to provide assistance and augment personnel from the PCG and BFAR in enforcing maritime laws on the West Philippine Sea and our Exclusive Economic Zone,” Eleazar said in a statement on Thursday.

“Despite our limitations when it comes to resources, we will make sure that it will not discourage and prevent us from asserting and fighting for what is ours,” he added.

The National Task Force on the West Philippine Sea on Wednesday said the PNP-MG will deploy four high-speed tactical watercraft, three police gunboats, and police fast boats to patrol the municipal waters and portions of the Philippine exclusive economic zone (EEZ) in the West Philippine Sea.

The assets will be deployed to police maritime units mostly in Palawan province.

Personnel of the PNP-MG who will be posted at the Municipality of Kalayaan will depart on May 15.

Eleazar said the PNP continues to consult with the National Task Force for the West Philippine Sea, the PCG, and BFAR to determine the PNP-MG’s specific role and participation in maritime patrols.

“Patuloy po ang koordinasyon natin sa mga ahensyang ito dahil sila ang mas nakakaalam ng sitwasyon sa West Philippine Sea,” he said.

AFP, PNP, PCG ink deal to boost operations vs terrorism, insurgency

MANILA, Philippines – The Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and the Philippine Coast Guard (PCG) on Friday signed a tripartite accord that seeks to further enhance interoperability during internal and external security operations.

In a statement, the PNP said the tripartite mechanism was officially adopted by the three agencies through Resolution Nr. 11-2021 which included the PCG in the Joint Peace and Security Coordinating Center (JPSCC).

The move is in line with the government’s ‘whole-of-nation’ approach towards peace and security; engaging the PNP, AFP, and PCG to work together in keeping the country safe and secure.

AFP Chief of Staff General Cirilito Sobejana, PNP chief General Guillermo Eleazar, and PCG commandant Admiral George Ursabia Jr. will serve as co-chairs of the National JPSCC.

As a new JPSCC member agency, the PCG will play a vital role in forming various concepts of operations that will address the country’s complex and evolving maritime threats.

“We look forward to future collaborative efforts among agency members in terms of maritime safety and security, maritime law enforcement, and the protection of the country’s marine environment,” Sobejana said in the same statement.

“The present challenges offer a great opportunity for us to enhance our coordination and interoperability. This has been a journey built from the ground by men in uniform service who selflessly serve for years and further stimulated and sustained at the policy side. For the PCG Team, we are so fortunate today that we are here to solidify the PCG as the third arm service in our lifetime,” Ursabia said.

Aside from the joint accord, the three agency heads also signed the JPSCC Letter Directive Nr. 03-2021, which called for the reorganization of the JPSCC.

In the revised structure, the National JPSCC will now be headed by the PNP Chief, AFP Chief, and PCG Commandant while PNP Directors for Integrated Police Operation, AFP Unified Commanders, and PCG Area Commanders will exercise supervision over the Regional and Provincial JPSCCs.

The accord also stipulates that cooperation and coordination among the AFP, PNP, and PCG complemented by collaboration and consultation with all stakeholders shall be the guiding principle in addressing peace and security concerns.

“Despite differences in our respective uniforms and in the scopes of our respective work and mandates, we are all bound together by our common oath to serve and protect the Filipino people and our country as well as safeguard the national interest,” Eleazar said.

“But most importantly, we all have the same faith and hope for humanity. That is, perhaps the most fundamental reason why we need to foster and strengthen our cooperation and collaboration – to promote the common good” he added.

The joint accord was signed in Camp General Emilio Aguinaldo in Quezon City.

PNP to deploy 15,000 cops to secure Duterte’s final SONA on July 26

MANILA, Philippines — The Philippine National Police (PNP) will deploy around 15,000 police officers to secure President Rodrigo Duterte’s last State of the Nation Address (SONA) on Monday, July 26.

PNP chief Guillermo Eleazar said the National Capital Region Police Office has finalized the security preparations and deployment plans for the SONA.

“Handang-handa na ang inyong Philippine National Police sa SONA ng ating Pangulong Duterte sa darating na Lunes,” Eleazar said in a statement.

“Nakalatag na ang mga security plan at nakaantabay na rin ang sufficient number ng ating kapulisan para sa deployment at iba pang contingency measures,” he added.

Eleazar said the PNP has not monitored any threat to the SONA but assured that all personnel are ready to respond to any eventuality.

Police officers will also use body-worn cameras to help monitor the movements of suspicious persons who may be planning to disrupt the SONA, he added.

Eleazar asked for the public’s cooperation and urged groups planning to stage mass actions to conduct their activities online amid the threat of the more infectious Delta COVID-19 variant.

“Sa ilan nating mga kababayan na patuloy pa ring nagpa-plano para sa isang rally, nagpapa-alala ang inyong PNP na lubha pang delikado ang ganitong klaseng pagtitipon lalo na at may kumpirmasyon na ng local transmission ng Delta variant ng COVID-19,” he said.

“Mas ligtas na makinig at manood na lang tayo ng SONA sa ating mga tahanan,” he added.

PNP chief Eleazar orders probe on slay of Cebu radio commentator Cortes

MANILA, Philippines – Philippine National Police (PNP) chief Guillermo Eleazar on Friday said he has directed the Cebu Provincial Police Office to conduct a thorough investigation into the killing of radio commentator Reynante “Rey” Cortes.

Eleazar said police investigators will look into the killing of Cortes, including threats that the victim may have had received.

“All angles will be investigated to determine the motive in the crime, especially if this was related to his profession,” the PNP chief said in a statement.

“The local police will also investigate if there were threats to his life prior to the incident,” he added.

Initial investigation showed that Cortes was shot dead on July 22 by an unidentified gunman after his radio program.

He was killed in front of the station DYRB Radyo Pilipino along N. Bacalso Avenue in Barangay Mambaling, Cebu City.

Cortes was rushed to a hospital but was declared dead on arrival.

Eleazar said investigators are coordinating with Cortes’ family, friends, and colleagues for information that could help the probe.

He also joined calls for justice in the killing of Cortes and underscored that threats and attacks against journalists have no space in a democratic country.

“Nananawagan tayo sa mga maaaring makapagbigay ng impormasyon sa kasong ito, makipagtulungan kayo sa mga awtoridad upang agarang maresolba at mabigyan ng hustisya ang pagkamatay ni Cortes,” he said.
