MANILA, Philippines – Isinumite na ni Pangulong Benigno Aquino III kina Senate President Franklin Drilon at House Speaker Feliciano Belmonte ang mga kopya ng proposed Bangsamoro Basic Law sa isang turnover ceremony na ginanap kahapon ng umaga sa Malakanyang, Miyerkules.

Binubuo ang proposed Bangsamoro Basic Law ng 122 pahina na may 18 artikulo na idinidetalye ang mga probisyon sa pagbuo sa Bangsamoro government sa taong 2016.

Nakasaad dito ang magiging identity, teritoryo, mga prinsipyo, polisiya at political at electoral systems ng Bangsamoro government.

Ang panukalang batas ay nakasaad bilang ‘an act providing for the basic law for the Bangsamoro and abolishing the Autonomous Region in Muslim Mindanao, repealing for the purpose Republic Act number 9054 at Republic Act Number 6734.

Sa kanyang talumpati, tiniyak ni Pangulong Aquino na ang Bangsamoro Basic Law ay pinanday na mabuti upang ito ay maging katanggap-tanggap sa lahat at naaayon sa konstitusyon.

“Tiwala ang nagdala sa atin dito. Sa kabuuan ng negosasyon, nakita kong talaga namang desididong makarating sa isang kasunduan ang bawat panig. Napatunayan po natin: sa panahong hindi natin iniisip kung paano makakapanlamang, narating natin ang isang sitwasyon kung saan lahat ay panalo. Ngayong mayroon na tayong panukalang batas, matibay ang aking pananalig na sang-ayon ito sa ating Saligang Batas; na matapat ito sa mga prinsipyo ng ating Comprehensive Agreement on the Bangsamoro; na sinasalamin nito ang ating kolektibong pagsisikap tungo sa pag-unlad na walang naiiwan.”

Nanawagan rin ang pangulo ng pagkakaisa sa hakbanging ito tungo sa kapayapaan sa Mindanao.

Partikular na nanawagan ang pangulo sa mga mamamayan na makikibahagi sa plebisito para sa pagbuo ng Bangsamoro government.

“Ang panawagan ko po sa ating mga kapatid na boboto: Pag-aralan ninyo sana nang mabuti ang mga nailatag na probisyon. Ang inyong pag-unawa at pakikilahok ang magiging pananggalang ninyo sa mga nagpapakalat ng agam-agam sa ating agenda ng pangmatagalang kapayapaan. Ito rin ang magbibigay sa inyo ng higit na kakayahang makibahagi sa transisyon patungo sa isang matatag na pamahalaang Bangsamoro pagdating ng 2016.”

Maging ang panig ng Moro Islamic Liberation Front (MILF) ay naniniwala na magiging positibo ang kalalabasan ng pagsasabatas ng BBL.

“The reality that nothing happened since we started craft the Bangsamoro Basic Law until now so I don’t believe there’s a growing radicalization,” pahayag ni MILF Peace Panel Chief Mohagher Iqbal.

Samantala, aminado naman si Senate President Franklin Drilon na bagama’t suportado nila ang proposed Bangsamoro Basic Law ay hindi naman magiging madali ang pagsasabatas nito.

Aniya, “This bill will have bi partisan support we will co-author it with our colleagues and we will immediately set the committee hearings next week.”

“Will find difficulty I don’t think we can passed this by the end of the year we are given our best shot but it’s extremely difficult because of the budget debates.”

Target ng kongreso na maipasa ang proposed BBL sa 1st quarter ng 2015.

Ayon naman kay Senator Bongbong Marcos, Chairman ng Committee on Local Government, plano nila na magikot sa mga maaapektuhang lugar sa pagbubuo ng Bangsamoro government upang masukat ang sentimyento ng mamamayan.

Binabalak rin ng senador na imbitahan sa committee hearing si Moro National Liberation Front Founding Chairman Nur Misuari.

“He still wanted he has a warrant against him we are thinking about allowing a suspension of that to allow the Chairman Nur Misuari to come and speak and give his idea because if you remember the Zamboanga uprising was precisely a product of MN feeling that they were left out,” ani Sen. Marcos.

Pagkatapos na maisumite ng pangulo sa kongreso ang proposed BBL ay agad naman niya itong sesertipikahan bilang urgent bill.

Bangsamoro execs seek more oxygen supply for COVID-19 patients

Some members of the Bangsamoro Parliament are pushing for the allocation of funds for the procurement of additional oxygen tanks for COVID-19 patients in the region.

Bangsamoro Parliament deputy speakers Ziaur-Rahman Adiong and Atty. Nabil Tan, and Parliament Member Atty. Ubaida Pacasem filed a bill that seeks to appropriate P50 million for the acquisition of additional oxygen tanks to be distributed in the different provinces of the region.

“The bill is being introduced as a pre-emptive measure to guarantee the sufficient supply of oxygen in our medical facilities in the region,” they said in the bill’s explanatory note.

“If realized, the same will serve as a buffer stock to contend the possible scarcity of required oxygen so that BARMM constituents will not be deprived of oxygen tanks, should there be supply shortages in the future as the number of COVID-19 patients is rapidly increasing,” the lawmakers added.

Under the bill, the P50 million will be allocated under the Quick Response Fund (QRF) in the Bangsamoro Treasury Office not otherwise appropriated, as additional funding and budgetary requirements for fiscal year 2021.

Ministry of Finance, Budget and Management shall release the appropriated amount to the Ministry of Health, subject to existing accounting and auditing laws, rules and regulations.

Duterte asks BARMM officials to help gov’t deal with BIFF, terrorist groups

MANILA, Philippines – President Rodrigo Duterte has appealed to leaders of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to help the national government deal with the Bangsamoro Islamic Freedom Fighters and other terrorist groups to prevent an “all-out offensive” against the militants.

Duterte made the appeal during his meeting with BARMM officials, police and military commanders in 6th Infantry Division (6ID) at Camp Brigadier General Gonzalo Siongco in Datu Odin, Sinsuat, Maguindanao on Tuesday.

“Nagmamakaawa ako sa inyo, tulungan ninyo ako. Because otherwise, if I give the order for an all-out offensive, it will be bloody and it will be sad,” he said.

The president also asked Bangsamoro authorities to refuse terrorist groups seeking sanctuary in their communities to stop any violence and prevent him from using force.

“This cannot go on. Kung hindi ko mapigilan and there will be an all-out offensive, yan na ang problema. If I give the order, I will no longer withdraw it,” he said.

Duterte visited Maguindanao following the clash between soldiers and some BIFF members last Saturday.

Around 20 BIFF members occupied the Datu Paglas public market but state security forces drove them away before they could attack civilian residents.

Suspected MILF lost command member nabbed in Zamboanga del Norte – PNP

MANILA, Philippines — A suspected member of the notorious lost command of the Moro Islamic Liberation Front (MILF) was arrested in Zamboanga del Norte, the Philippine National Police (PNP) said Friday.

In a statement, PNP chief General Debold Sinas identified the suspect as 37-year old Kayser Martinez alias Alihamra Martinez, who was said to be a former member of the MILF lost command group operating in Siocon and Sirawai towns in the Zamboanga Peninsula.

Martinez was arrested on Wednesday during an operation jointly conducted by elements of the Regional Mobile Force Battalion 9 and Siocon Municipal Police Station by virtue of warrant of arrest under criminal case number 232 for the crime of multiple murder issued by the RTC 9, Branch 6, of Dipolog City, Zamboanga Del Norte.

Citing court records, Sinas said Martinez was involved in the massacre of four civilians last August 3, 1999, in Sitio Guisakan, Barangay D. Reconalla, Siocon, Zamboanga Del Norte with his former MILF Lost Command Leaders Hairulla Hassan alias Hayron Hassan and Eddie Namenso alias Commander Liwayway.

They were also among the perpetrators of the daring attack on Siocon municipality last May 4, 2003, that resulted in casualties and damages in the municipality.

Currently, Martinez is a member of Hassan Group criminal gang allegedly led by Anderson Hassan alias Commander Sabaya, cousin of former notorious leader Hairulla Hassan who are at the same time eminently monitored tying up with the Local Terrorist Groups (LTGs) based in Panabutan, Sirawai, Zamboanga del Norte.

“Manhunt operations against the leader and other members of the criminal gang are underway to prevent them from further victimizing innocent people,” Sinas said.

Martinez is presently detained for further interrogation.

Appropriate charges will be filed against him in court, the PNP said.
