PRRD formally suspends salary adjustments for GOCC employees

The Duterte administration has suspended Executive Order No. 203, which is the Compensation and Position Classification System (CPCS) for government-owned and controlled corporations (GOCCs) ordered by former President Benigno Aquino III in March 2016.

The government suspended its implementation through Executive Order No. 36 wherein it stated the need to  further study and review the compensation of GOCC’s for the purpose of eliminating any excessive, unauthorized, illegal and unconscionable allowances, incentives, and benefits.

Malacañang also argued that some GOCC’s have expressed their concern over the budgetary requirements for the compensation adjustments.

“It appears that some government agencies also could not comply with the requirements under EO 203, maybe for some requirements like rationalization or budgetary requirements and so forth and so on,” Senior Deputy Executive Secretary Menardo Guevarra said.

Meanwhile, GOCCs covered by the Salary Standardization Law (SSL) can use the modified salary schedule under the Executive Order 201, series of 2016 as their compensation system.

While those who are not covered by SSL can either maintain their current compensation framework or adopt the modified salary schedule like that of the national government agencies. – Rosalie Coz | UNTV News and Rescue

 

Pag-IBIG Fund is most trusted GOCC in 2021 Philippine Trust Index

MANILA, Philippines — Pag-IBIG Fund is the most-trusted government-run corporation according to a nationwide trust survey of key institutions in the Philippines.

This is according to the 2021 Philippine Trust Index (PTI), a nationwide survey by the EON Group that cuts across backgrounds to measure Filipinos’ trust in the government, the business sector, the media, non-governmental organizations, the Church, and the academe.

“We are truly honored to be included in the list of most trusted government agencies. The latest results of the Philippine Trust Index and our 9th straight unmodified opinion from COA show that we have fulfilled our duties during the pandemic while still maintaining the highest standards of transparency and integrity in our work. This is aligned with President Duterte’s vision of clean government with heart for service,” said Secretary Eduardo D. del Rosario, who heads the Department of Human Settlements and Urban Development (DHSUD) and the 11-member Pag-IBIG Fund Board of Trustees.

The 2021 PTI noted that “in terms of government agencies, departments that got the highest trust are those whose functions require them to remain engaged with the public, even during the pandemic such as online learning, finance regulation, loan assistance and aid distribution.”

The Department of Education earned the highest trust rating of 91% followed by Pag-IBIG Fund at 89% – the highest among GOCCs on the list.

Duterte calls on ASEAN countries to stand with Myanmar amid coup crisis

MANILA, Philippines—President Rodrigo Duterte has called on member states of the Association of Southeast Asian Nations (ASEAN) to stand with Myanmar amid its coup crisis.

During the 39th ASEAN Summit, Duterte urged all parties in Myanmar to heed the ASEAN’s plea for peace.

“The Philippines urges all parties in Myanmar to engage in constructive dialogue with ASEAN. We are, after all, an ASEAN family. And if we cannot trust each other and work together, then who can Myanmar trust and work with?” he said.

He also urged ASEAN’s special envoy to visit Myanmar soon and meet all the parties involved.

Duterte expressed concern about Myanmar’s rejection of ASEAN’s sincere offers of assistance, stating that it may undermine the mutual trust and confidence that ASEAN-member states share.

Meanwhile, the president said the Philippines will commit to help individuals caught up in “situations beyond their control”.

“Our doors are open to our Rohingya brothers and sisters and other peoples of Myanmar who seek refuge,” he said. AAC

Duterte wants LGU officials to convince constituents to get vaccinated

MANILA, Philippines—President Rodrigo Duterte on Monday urged local government officials to ramp up their respective COVID-19 vaccination programs.

“I urge LGUs to come up with the most systematic and efficient way of finding out who among your constituents have not yet vaccinated. Please do everything to convince them to get vaccinated,” he said during his weekly public address.

Duterte reported that as of October 24, the country has administered 55.7 million doses of COVID-19 vaccine, where around 30 million were given as first doses and 25 million as second doses.

He added that the national government aims to fully vaccinate 50 million citizens by the end of the year.

“We also need to ramp up vaccination rate in various LGUs in order to reach our target of inoculating 50 million fully-vaccinated individuals by the end of the year,” Duterte said.

The president added that vaccine supply allocated for far-flung provinces must not expire and should preserve its integrity.

” Yung mga bakuna na sana umabot na doon sa pinakamalayong lugar and the provincial, city, and
municipal health officials will take over. Ang concern ko lang naman is that they would be able to preserve the integrity of the vaccines. That is very important. Ibig sabihin na hindi expired, walang sira, hindi ma-contaminate and all,” he said. AAC
