Quarantine controlled points ng PNP, tuloy sa GCQ areas

MANILA, Philippines – Hindi pa rin aalisin ng pulisya ang checkpoint o quarantine control points sa mga lugar na ibinalik na sa general community quarantine (GCQ), kabilang ang Metro Manila.

Subalit ayon kay Joint Task Force COVID Shield Commander PLt.Gen. Guillermo Aleazar, ipauubaya na lamang nila sa bawat unit commander kung saan ito ipupwesto bukod sa mga checkpoint na nakaistasyon sa mga border ng bawat probinsya at rehiyon.

“Kahit naman tayo ay nasa GCQ o MGCQ (modified general community quarantine) ay hindi pa rin allowed ang pag-cross ng border, unless mayroong travel authority. Iyong travel authority naman ibinibigay lang iyon kung emergency ang travel o locally stranded individual itong magko-cross ng border. So, basically naroon sila para i-check pa rin iyon,” pahayag ni Eleazar.

Aniya, mananatili ang kanilang mobile o random checkpoints sa mga GCQ area sa pangunguna ng Philippine National Police Highway Patrol Group (PNP-HPG) sa mga pangunahing lansangan sa Metro Manila at mga territorial unit sa kani-kanilang nasasakupan.

Dagdag pa ni Eleazar, sa ilalim ng GCQ ay maghihigpit naman ang PNP sa pagbabantay sa mga magbubukas na establisyimento upang matiyak na sumusunod ang mga ito sa minimum health protocol.

“Magdaragdag naman tayo o puwedeng lumipat iyong iba nating mga personnel doon sa mga lugar kung saan may mga establisyimento na dadagsain ng ating mga kababayan para masiguro natin na they will observe itong physical distancing at pagsusuot ng facemask,” ani Eleazar.

Samantala, magi-inspeksyon rin ang pulisya sa mga pampublikong sasakyan at workplace kung lahat ay nakasuot ng faceshield.

“Ito ay mandatory lamang doon sa mga public transportation at pati na rin doon sa mga workplace. sa ibang lugar hindi mandatory pero ini-encourage natin na magsuot sila,” pahayag ng opisyal.

Dagdag pa ni Eleazar, aalalay ang PNP sa mga lokal na pamahalaan kung hihingi ang mga ito ng tulong para sa contact tracing ng mga na-exposed sa coronavirus disease (COVID-19) patients. MNP (sa ulat ni Lea Ylagan)

PDEA-PNP unified guidelines include sanctions for non-compliant operatives — Eleazar

MANILA, Philippines — The unified guidelines for the operations of the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) will include penalties for police officers and agents who will fail to comply, police chief General Guillermo Eleazar said.

In a statement, Eleazar said the uniform operational guidelines, which are nearly finished, may be issued this month.

“I would like to stress that those who will not follow the unified rules will face sanctions. May kaakibat po na penalties ang guidelines para sa PDEA agents at PNP personnel na mapapatunayang sumuway sa uniform rules,” Eleazar said in a statement.

The PNP-PDEA uniform guidelines were created following the February 24 fatal shootout between the operatives at a mall along Commonwealth Avenue, Quezon City. An almost misencounter also transpired in Fairview in May, which highlighted the need for the two agencies’ leadership to finally address the issue.

“Kaya po natin ginawa ang guidelines na ito ay para maiwasan ang pagkakaroon ng misencounter o miscoordination sa pagitan ng PNP at PDEA. Mahigpit din po nating ipatutupad ang guidelines na ito dahil gusto natin na maging maayos at pulido ang koordinasyon ng ating mga anti-illegal drug operatives sa PDEA at PNP,” Eleazar said.

“Gaya ng nabanggit ni PDEA DG (director-general) Wilkins Villanueva, pipilitin ng PNP at PDEA na mailabas ang unified rules na ito bago matapos ang buwan. We will immediately disseminate these for the immediate compliance of our operating units,” he added.

The PNP chief directed police commanders to ensure that all their personnel are well briefed on the guidelines as he underscored the need for effective supervision to guarantee compliance.

“Once these unified operating guidelines are finalized and released to our men on the ground, I need the efficient supervision by our ground commanders to ensure that the rules are strictly followed by our operatives,” he said.

“This way, our law enforcement agencies would be more effective and efficient in carrying out their operations toward the eventual eradication of the country’s illegal drug trade,” he added.

PNP begins probe on death of ex-mayor Sabal

MANILA, Philippines—The Philippine National Police (PNP) has begun its investigation on the death of Montasser Sabal, former mayor of Talitay town in Maguindanao.

“This operation which resulted in a death of a suspect, the Internal Affairs Service through their motu propio investigation will be conducting an investigation so we provided directive or guidance to the IAS just like any other operation that resulted in the death of the suspect,” according to PNP Chief P.Gen. Guillermo Eleazar.

Sabal was killed on Thursday after allegedly grabbing the service firearm of a police escort during his transport to Camp Crame in Quezon City.

Authorities were escorting Sabal towards the National Capital Region Field Unit of the CIDG at Camp Crame when he grabbed his police escort’s firearm.

Police heavily wounded Sabal and he was rushed to San Juan Medical Center. He was declared dead Thursday morning.

To remove any suspicion, Eleazar directed the motu propio investigation. -AAC (with reports from Lea Ylagan)

Former Maguindanao mayor on ‘narcolist’ killed after grabbing police escort’s gun

MANILA, Philippines — Former Talitay, Maguindanao mayor, Montasser Sabal, was killed during the operation of the Philippine National Police (PNP) on Thursday after allegedly grabbing the service firearm of a police escort during his transport to Camp Crame in Quezon City.

PNP Chief P.Gen. Guillermo Eleazar said Sabal is one of the high-value targets.

The Criminal Investigation and Detection Group (CIDG) arrested Sabal on Wednesday (June 16) at the Batangas Port in Batangas City.

The PNP said he was wanted for drug and illegal possession of firearms charges. Eleazar also said that Sabal is included in the ‘narcolist’.

“Isa siya sa kino-consider natin na high value target (We consider him a high-value target) considering he was a former police officer, recruited and trained by special action force on explosive ordnance disposal and sniper course,” he said.

During Sabal’s arrest, authorities recovered six high-caliber firearms, 400 grams of suspected illegal drugs, and P200,000 cash.

Authorities were escorting Sabal towards the National Capital Region Field Unit of the CIDG at Camp Crame when he grabbed his police escort’s firearm while onboard the vehicle which resulted in a scuffle.

Sabal was able to shoot the police officer beside him which prompted the accompanying police officer to use reasonable force.

“Sabal tried to escape by grabbing the firearm of his police escort the scuffle between the suspect and the police escort resulted in the latter to hit and fatally wounded Sabal, the suspect was rushed at San Juan Medical Center but declared dead at around 6:13 in the morning,” Eleazar said.

The PNP Chief also added that the confiscated firearms from Sabal might probably be used during the 2022 national elections.

“Another possible attempt by a partisan armed group to beef up armaments as they prepared for the coming 2022 election,” according to Eleazar.

Sabal was charged by the Office of the Ombudsman and eventually suspended for failure to disclose his properties and business interests in his SALN from 2011 to 2015.

Meanwhile, Sabal’s cohorts will undergo an investigation to determine appropriate cases to be filed against them.
