Valenzuela City begins student health profiling ahead of vax drive for minors

MANILA, Philippines — In anticipation of the mass vaccination for minors, the city of Valenzuela on Wednesday (September 22) began the process of student health profiling for students aged 12 to 17 across the city.

In its advisory, the city government is encouraging parents of public school children to coordinate with their respective class advisers or school principals to obtain a copy of the student health profile information sheet which can be accessed through Google form

Meanwhile, parents of private school students may ask their respective school heads for the information sheet.

For students residing in Valenzuela City but are studying in schools outside the city, parents will be provided with a link to where they can access and submit their children’s student health profile.

The city government reminds all residents of Valenzuela that only parents or authorized guardians may fill out or accomplish the student health profile sheet.

It also emphasized that vaccination for minors may only be given to Grade 6 to Grade 12 students. Students who are non-residents but are studying in schools within the city may also be vaccinated.

PNP dismisses Valenzuela cop who shot teen with special needs

MANILA, Philippines – The police officer assigned in Valenzuela City who was involved in the death of a teenager with special needs has been dismissed from the service, the Philippine National Police (PNP) said on Tuesday.

PNP chief Police General Guillermo Eleazar said he has ordered the removal of Police Senior Master Sergeant Christopher Salcedo from the service following a review of the Internal Affairs Service (IAS) recommendation.

The review was conducted by the Discipline, Law and Order Division- Directorate for Personnel and Records Management (DLOD-DPRM) and the Office of the Chief PNP.

“I have signed the order for the dismissal from the service of PSMS Salcedo for grave misconduct and less grave irregularity in the performance of duty,” Eleazar said in a statement.

The PNP said Salcedo was administratively charged for the death of 18-year-old Erwin Arnigo during an anti-illegal gambling operation conducted by Valenzuela City Police personnel last May 23.

The National Bureau of Investigation is still conducting a probe for the filing of a criminal complaint against Salcedo, it added.

In dismissing Salcedo, Eleazar said he has taken into consideration several factors that aggravated his offense, including violation of the police operational procedure as well as the fact that the teenager was a person with special needs.

“Arnigo should not have been arrested by Valenzuela City police personnel, particularly Salcedo, the teenager having no involvement with the tupada (illegal cockfighting) ,” he said.

“Being a person with autism spectrum disorder, he could not have knowingly taken part in the illegal gambling activity,” he added.

The IAS previously recommended a 40-day suspension against Salcedo citing the accidental nature of the fatal shooting and his awards and citations as mitigating factors.

Meanwhile, Eleazar affirmed the dropping of the administrative cases of grave neglect of duty and less grave neglect of duty against four other Valenzuela City police personnel who took part in the anti-illegal gambling operation.

He said that there was no substantive evidence to support their supposed administrative offenses of grave neglect of duty and less grave neglect of duty.

Motorists warned of one-week drainage works on portion of NLEx in Valenzuela City

MANILA, Philippines – Expect heavy traffic flow along the North Luzon Expressway (NLEx) starting Monday (September 27).

The NLEx management is doing drainage enhancement works along the northbound lane of the expressway specifically in Valenzuela City area.

Specifically, a 200-meter portion of the rightmost lane of NLEx Valenzuela area will be closed to motorists.

Warning signs are installed to guide the public of the ongoing maintenance works for safety.

The NLEx management said maintenance works will last until Saturday (October 2).

21 arestado sa umano’y cybersex den sa Valenzuela City

Sinalakay ng Philippine National Police (PNP) Anti-Cybercrime group ang isang hinihinalang cybersex den sa Valenzuela City, kung saan arestado ang 21 mga suspek.

Pawang mga call center agent umano ang pakilala ng mga nagta-trabaho rito, pero napag-alaman ng mga otoridad na malalaswang video ang kanilang ibinebenta online sa mga foreigner.

“Mayroon silang violation na ginagawa para sa violation ng RA-10175 which is the anti-cybercrime law, ang ginagawa nila parang call center, nagpapanggap yung mga tao na fake account,” ayon kay PCpt. Arvin Creencia ng Northern Police Anti-Cybercrime Team.

Arestado ang 21 suspek na nagtratrabaho sa hinihinalang cybersex den sa Paso de Blas, Valenzuela City.

Ni-raid ng mga operatiba ng PNP-Anti Cybercrime group ang isang gusali na nagsisilbing kuta ng mga suspek na nagpapakilala umanong mga call center agent.

Nasa 16 lalake at 5 babae ang naaktuhan ng mga pulis na nagpo-proseso ng online transaction at nagbebenta ng malalaswang video sa kanilang mga customer.

Napagalaman ng mga otoridad na gumagamit ng online dating site ang mga suspek at doon ipinadadaan ang pagbebenta ng mga video. Kapag nakabenta mayroong komisyon na P850 ang mga empleyado sa kada kliyente.

Todo tanggi naman ang operations manager ng sinasabing cybersex den, at iginiit na mayroon silang permit bilang Business Process Outsourcing (BPO).

Ayon sa may-ari ng isang katabing establisyimento, hindi nila inakala na iligal ang operasyon ng naturang kumpanya. Kwento pa nito, 24 hours ang operasyon ng inaakala nilang BPO, kung saan may shifting pa ang mga empleyado.

Sa ngayon ay nasa kostodiya na ng Valenzuela City Police ang mga suspek at sasampahan ang mga ito ng kasong paglabag sa Anti-Cybercrime Law habang ang mga ebidensyang computer ay dadalhin sa Camp Crame para sa forensic examination. (Ulat ni JP Nuñez)
