Arthur Tugade was chosen by incoming president Rodrigo Duterte, to head the issue-laden government agency of DOTC. Tugade was Duterte’s former classmate in San Beda College of Law and who happened to be their valedictorian. Tugade was appointed by President Aquino, to head the Clark Development Corp. back in 2012. He is also in the business of logistics, farming, fuel, distribution, trucking, travel and fashion.
