Rafael Mariano is himself a farmer and chairperson of the Kilusang Magbubukid ng Pilipinas (KMP), a leftist organization.  He was a member of House of Representative for Anakpawis partylist from 2004 – 2013 representing marginalized workers and farmers. Mariano was nominated by the National Democratic Front of the Philippines to head the said agency.
